Salary Range: $70,000 - $74,000 per year

Position Summary

The Program Director leads implementation and operation of the Easterseals Maine - U.S. Department of Veterans Affairs Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program (SSG Fox SPGP). The program provides community-based suicide prevention services to eligible veterans and other eligible individuals across Maine, with particular emphasis on outreach, screening, care coordination, case management, supportive services, connection to VA and community resources, and reduction of suicide-risk factors. The position is accountable for program operations, staff supervision, participant flow, performance management, grant compliance, partner coordination, data quality, fiscal stewardship, and continuous quality improvement.

The Program Director supervises two (2) Case Managers and works closely with the Data & Quality Analyst to ensure that ESME - SSG Fox SPGP meets its annual goals of 125 participant enrollments and at least 175 eligibility/suicide-risk screenings. The Director oversees timely and accurate VA-required screening, service planning, documentation, data collection, and reporting, while ensuring SSG Fox SPGP funds are used only for allowable suicide-prevention services, including Clinical Services for Emergency Treatment. The Program Director is supervised by the Director of Military and Veteran Services and serves as the day-to-day operational lead for ESME - SSG Fox SPGP. The Program Director will lead statewide community-based service delivery and partner coordination throughout Maine, including outreach with veterans, VA facilities, veteran-serving organizations, behavioral health and crisis partners, housing and benefits providers, community organizations, and other referral sources. Reliable transportation and regular statewide travel are required. Mileage reimbursement is provided for work-related travel from assigned work locations.

The Program Director assigns and monitors Case Manager coverage and caseloads, develops referral and enrollment pipelines, ensures timely screening and service planning, and coordinates with the Data & Quality Analyst to maintain accurate participant, performance, and fiscal-supporting documentation.

Qualifications

Education/Certifications

- Bachelor’s degree in social work, counseling, psychology, human services, public health, behavioral health, veteran services, or a closely related field required; master’s degree strongly preferred.
- Current Maine MHRT/C or LCSW or comparable behavioral-health licensure/credential; the role is programmatic and does not authorize delivery of clinical services outside allowable SSG Fox SPGP parameters.
- Minimum five (5) years of progressively responsible experience in veteran services, suicide prevention, behavioral health, case management, community-based human services, federal grant operations, or a related field, including program leadership, staff supervision, and experience serving individuals with multiple risk factors. Demonstrated ability to maintain professional boundaries, confidentiality, accurate documentation, and appropriate crisis-escalation protocols.
- Valid driver's license, reliable transportation, and ability to travel statewide to VA facilities, partner agencies, outreach locations, participant appointments, and community events.

Experience (Preferred)

- Veteran of the United States Armed Forces or National Guard.
- Experience managing VA, other federal, or state grants, including performance targets, participant eligibility, monitoring, reimbursement support, cost allowability, and audit readiness.
- Experience coordinating with VA facilities, Vet Centers, SSVF providers, crisis-response and behavioral-health organizations, housing providers, and other veteran-serving partners.
- Experience using case-management, grant-management, and performance-reporting systems, including responsibility for data validation, quality assurance, and management reporting.
- Training or demonstrated competency in military culture, suicide prevention, suicide-risk identification, crisis response, trauma-informed practice, Mental Health First Aid, or comparable evidence-informed approaches.

- Ability to lead independently in community-based settings while maintaining consistent statewide operating standards, staff accountability, participant safety, and grant compliance.
- Knowledge of veteran and military culture; suicide-risk and protective factors; community-based suicide prevention; crisis escalation and safety planning; case management and care coordination; supportive-service navigation; participant engagement; VA and community referral systems; federal grant compliance; performance management; and continuous quality improvement.
- Regular statewide travel to VA facilities, partner agencies, outreach sites, community events, participant appointments, and other ESME service locations.
- Ability to respond appropriately to participants presenting suicide risk or behavioral-health crises by following established screening, escalation, emergency-response, and referral protocols; this position does not substitute for emergency or clinical care.
- Occasional evening or weekend work may be required for outreach, community events, participant needs, or time-sensitive grant deliverables.
