This position will lead the State Safety Office crash records and research administration, transportation safety engineering and planning staff, industrial safety program, programs, contracts, and resources.

Your Specific Responsibilities:

Leads the State Safety Office crash records and research administration, transportation safety engineering and planning staff, industrial safety program, programs, contracts, and resources. Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work to ensure we further the safety mission Of the Department. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall's, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks. Oversees acquisition of consultants, directs the work of consultant and grant staff of professional, technical, and clerical personnel, monitors and conducts performance evaluations, and processes and approves invoices Ensures corrWiance with state and federal guidelines.

Serves as a liaison bringing together all functional areas such as planning, environmental management, design, traffic engineering and operations, construction, maintenance, materials, communications, etc. as well as safety education and enforcement efforts to serve as a ‘force multiplier’ toward Florida’s Target Zero, ensuring all regulations, rules, statutes, policies, procedures, guidelines, and instructions related to transportation safety are consistent and coordinated across all units. Works with partner organizations and the public to advance the integration and implementation of the Florida Highway Strategic Plan (FHSP). Supports Department Executive Leadership, Directors, internal staff, partners, and the general public to create a safety culture that will move the needle to reduce fatalities and serious injuries for all road users and department staff.

Oversees the industrial and workplace safety program and staff ensuring employee workplace activities are conducted safely. This includes overseeing staff who’s responsibility spans state and industry-wide, with emphasis on workplace, job site, and construction safety.

Oversees the continued development of the State Safety Office’s Data Integration Space (SDIS), working with districts, Strategic Development staff, and other Engineering and Operations offices to ensure the SDIS continues to deliver value to stakeholders. Works with the Traffic Safety Marketing Coordinator on the update and development of Safety Engineering website and SharePoint pages.

Oversees a 130-million-dollar annual Federal Highway Administration (FHWA) Highway Safety Improvement (HSIP) program for safety improvements of all public roads with responsibilities for overseeing and managing the development, implementation and review of department policies assuring a satisfactory quality of compliance with rules, regulations, policies, procedures, guidelines, and agency objectives related to transportation safety. Coordinates with 8 Districts and Safety Engineers for statewide implementation of the HSIP through the Work Program process for optimal utilization of HSIP to perform safety problem identification and countermeasure analysis to achieve a significant reduction in fatalities and serious injuries on all public roads in Florida. Coordinates and conducts Quality Assurance Review (QAR) assessments at the district level on an annual basis.

Represents the agency for NCHRP, the American Association of State Highway Transportation Officials (AASHTO), and FHWA safety initiatives and will liaison with other agency offices on these national initiatives. Serves on department and state committees and represent the State Safety Office’s and the department’s interest as appropriate and provides liaison between the State Safety Office and other organizations both in and outside the department.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

- Knowledge of transportation systems.

- Knowledge of Work Program development and implementation.

- Knowledge of workplace and industrial safety.

Skills in:

- Skilled in engineering principles to develop statewide policies and procedure relating to transportation safety.

Ability to:

- Ability to understand complex databases.

- Ability to use information systems retrieved crash data for application in selection, engineering, and design of safety projects.

- Ability to relate to statewide transportation safety issues and problems in the areas of engineering, education, and law enforcement.

- Ability to supervise others.

Licensure/Registration/Certification Requirements:

- Registered as a Professional Engineer in accordance with Chapter 471, Florida Statutes.
