Part of the Office of the Chancellor, the Compliance Office provides guidance and oversight to support ethical practices and compliance with applicable laws, regulations, and University of California policies. Within the Compliance Office, the State Authorizations Office works across the institution to address regulatory requirements related to distance education, physical presence, professional licensure and certification, and international educational activities.

About this role:

The State Authorizations Officer is an opportunity to become a key institutional resource at the intersection of higher education, regulatory compliance, online education, and professional licensure.

You’ll work across UCLA with academic units, legal counsel, institutional leadership, registrars, admissions, advising teams, and other partners to translate complex and evolving regulations into practical institutional strategies. From monitoring authorization requirements across U.S. jurisdictions to strengthening professional licensure disclosures and supporting international compliance, your work will help UCLA identify risk early and build sustainable approaches to compliance.

This role offers a high degree of independence and the opportunity to influence how a complex university responds to a rapidly changing regulatory landscape.

Your Contribution Will Likely Include:

State Authorization Compliance – 45%

- Guide institutional compliance with state authorization regulations governing postsecondary distance education and physical presence across U.S. jurisdictions.

- Interpret state statutes and regulatory requirements and translate them into practical recommendations for university stakeholders.

- Develop and maintain procedures and controls that support ongoing state authorization compliance.

- Partner with academic units, online program leadership, legal counsel, and other stakeholders to evaluate new and existing activities for authorization implications.

- Monitor legislative and regulatory developments, assess institutional risk, and recommend appropriate mitigation strategies.

- Coordinate authorization applications, renewals, exemptions, data reports, and related regulatory submissions.

- Build relationships across university departments to obtain the engagement, information, and data needed to support compliance activities.

- Track curriculum changes, new programs, and other institutional developments that may require reporting to approval agencies.

Professional Licensure & Certification Compliance – 40%

- Support institutional compliance with federal and state regulations governing professional licensure disclosures for programs leading to licensure or certification.

- Coordinate processes for determining whether UCLA academic programs meet educational requirements for professional licensure across states and territories.

- Collaborate with academic departments, registrars, admissions, and advising teams to support accurate and timely student disclosures regarding licensure eligibility.

- Develop and maintain centralized tracking systems for licensure determinations, documentation, disclosures, and student location information.

- Advise program leadership on licensure requirements and support compliance considerations for new academic programs.

- Help respond to regulatory inquiries, audits, and complaints related to professional licensure compliance.

- Assess areas of potential institutional risk and support corrective actions and continuous improvement efforts.

International Authorization & Compliance – 10%

- Support compliance with authorization, approval, and registration requirements associated with delivering instruction, recruiting students, or operating in international jurisdictions.

- Coordinate compliance reviews and due diligence for international programs, agreements, and partnerships in collaboration with global engagement, legal affairs, and academic leadership.

- Monitor evolving international regulatory environments and assess their potential impact on UCLA activities.

- Help advise stakeholders on compliance considerations involving cross-border education, data sharing, and program delivery.

Compliance Data & Reporting – 5%

- Maintain accurate institutional records and documentation to support audits, regulatory reviews, and inquiries.

- Develop dashboards, reports, and analyses that give leadership visibility into compliance status, trends, and potential areas of risk.

- Collaborate with institutional research, IT, registrar, enrollment, and other teams to maintain data integrity.

- Prepare authorization and compliance reports as needed.

Experience You Will Bring:

- Bachelor’s degree or an equivalent combination of education and experience.

- Administrative experience overseeing operations within a higher education environment.

- Broad knowledge of regulations and laws governing state authorization for postsecondary distance education and physical presence across U.S. jurisdictions.

- Strong written and verbal communication skills, including the ability to effectively communicate complex regulatory information to senior leaders and diverse audiences.

- Experience developing and delivering training, workshops, educational programs, and presentations for small and large groups.

- Demonstrated ability to mediate conflict and communicate effectively across constituencies while bringing empathy and understanding to challenging conversations.

- Ability to navigate stakeholder relationships where there may be significant disagreement around policies, procedures, or organizational structures.

Preferred Experience:

- Five or more years of experience in state authorization, higher education regulatory compliance, professional licensure, or an equivalent area.

- Advanced degree preferred.
