Job Description
The Bureau of Child Care ensures that child care services in New York City operate in compliance with the New York City Health Code and New York State Social Service regulations and are licensed or permitted as required by law. The Bureau routinely monitors child care programs to protect the health and safety of children while in the child care environment and actively works to improve and expand access to high quality programs which support early childhood development and learning. The Bureau of Child Care seeks to hire a Child Care Special Assistant to coordinate cross-functional projects, monitor deliverables, and ensure timely follow-up on projects essential to successful Bureau operations.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Review and analyze data on Bureau’s initiatives and operational compliance to guide decision-making.
- Assist in the coordination of Bureau research efforts including literature reviews and the design of surveys and questionnaires.
- Maintain records and prepare reports for the Assistant Commissioner which provide sound and reasonable evidence of outcomes and decisions made.
- Coordinate initiative reporting to City Hall and other internal and external stakeholders.
- Coordinate assigned Bureau-wide projects and strategic initiatives from planning through implementation.
- Assist in drafting and editing correspondence, memoranda, reports, presentations, and other communications. Handle sensitive and confidential information with a high degree of discretion.
- Assist with the development and implementation of operational protocols and procedures aligned with the public health practices.
- Serve as a liaison between the Assistant Commissioner’s Office and BCC leadership, Health Department offices, City agencies, community partners, and other stakeholders.
- Provide high-level administrative and operational support to the Assistant Commissioner.
- Perform other duties as assigned.

- Strong proficiency with Microsoft Office, including Outlook, Word, Excel, and PowerPoint.
- Ability to develop and maintain project tracking tools and executive-level status reports.
- Demonstrated ability to handle confidential and sensitive information appropriately.
- Experience supporting senior executives, managing projects, coordinating programs, or working in a complex public-sector, healthcare, nonprofit, or similarly structured environment is strongly preferred

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
