As a Program Manager at Google, you’ll lead complex, multi-disciplinary projects from start to finish — working with stakeholders to plan requirements, manage project schedules, identify risks, and communicate clearly with cross-functional partners across the company. Your projects will often span offices, time zones, and hemispheres. It's your job to coordinate the players and keep them up to date on progress and deadlines.
As a Program Manager for Labor Engagement within Data Center Services (DCS), you will play a pivotal role in managing external stakeholder relationships with labor unions, coordinating workforce requirements, and leading the strategic rollout of our leadership training programs. You will act as a primary bridge between Google’s infrastructure projects and our external labor partners, ensuring operational continuity and proactive labor risk mitigation.
In this role, you will lead the end-to-end management, development, and global expansion of our skilled trades leadership program (gLeader), manage program budgets, and establish key reporting frameworks for executive leadership. You will also collaborate closely with general contractors and internal cross-functional teams to align labor forecasting data with project timelines.

Individual pay is determined by factors including job-related skills, experience, and relevant education or training.
US: $159000 - $230000 (USD) + 15% bonus target + equity + benefits

Minimum qualifications:
- Bachelor's degree or equivalent practical experience.
- 5 years of experience in program or project management.
- 5 years of experience working with construction lifecycles, MEP (Mechanical, Electrical, Plumbing) trades, and union/non-union labor frameworks.
- 5 years of experience developing executive-level keynote presentations, speaker briefs, and narrative frameworks, with experience representing an organization at industry conferences.
Preferred qualifications:
- 5 years of experience managing cross-functional or cross-team projects.
- Demonstrated track record of scaling strategic workforce or leadership programs globally within dynamic, matrixed environments, with the ability to challenge the status quo and drive complex execution.
- Strong analytical and problem-solving skills, with proficiency in metric design, dashboard tracking, data analysis, and identifying and resolving operational gaps across site locations.
- Exceptional verbal, written, and presentation skills, with a strong executive presence and a proven ability to influence executive cross-functional partners and build collaborative relationships.
- Build and maintain strategic alliances with key labor organizations at national, regional, and local levels, establishing plans for joint priorities, major activities, and engagement.
- Lead the end-to-end management, strategic execution, financial forecasting, and global rollout of a skilled trades leadership program, consolidating budget inputs and delivering executive-level reporting to Steering Committees to demonstrate program ROI.
- Collaborate with internal teams and external General Contractor partners to aggregate, synthesize, and validate labor and supervision forecast data, regularly communicating demand projections to labor organizations to ensure workforce availability and mitigate regional craft shortages.
- Drive strategic alignment across regional data center construction and operations teams, internal partners such as GAPP, Public Affairs, Workforce Development, Environmental, Health, and Safety (EHS) and Economic and Community Development (ECD), and external stakeholders to de-risk project delivery and unify labor strategies.
