The Training Consultant develops and delivers engaging training programs that support the Florida Digital Service's mission to strengthen cybersecurity, digital services, and enterprise technology across state government. This position creates instructional materials, facilitates training sessions, and collaborates with subject matter experts to ensure learning content is accurate, relevant, and engaging.

The selected candidate supports employee development across the enterprise by designing learning resources that improve knowledge, skills, and adoption of technology initiatives, policies, procedures, and best practices. The position also works collaboratively with internal leaders and subject matter experts to support the development, review, implementation, and ongoing maintenance of organizational policies and procedures.

DUTIES & RESPONSIBILITIES

- Develop and maintain instructor-led, virtual, and self-paced training materials.

- Create presentations, participant guides, job aids, reference materials, and learning activities.

- Facilitate classroom, virtual, and hybrid training sessions for FLDS employees and agency partners.

- Collaborate with subject matter experts and internal leaders to develop and update training content related to cybersecurity, digital services, enterprise technology, and agency initiatives.

- Apply adult learning principles to create engaging and effective learning experiences.

- Evaluate participant feedback and recommend improvements to training materials and delivery methods.

- Maintain training documentation and assist with updating course materials as policies, procedures, and technologies change.

- Support onboarding and professional development activities as assigned.

- Utilize Microsoft 365 applications, virtual meeting platforms, and learning technologies to develop and deliver training.

- Monitor changes to organizational policies, procedures, standards, and technology initiatives to identify training and communication needs.

- Work with internal leaders and subject matter experts to develop, review, document, and maintain organizational policies, procedures, and related guidance.

- Support the communication and implementation of new and revised policies and procedures by developing appropriate training, job aids, and other learning resources.

- Perform other duties as assigned.

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

Knowledge of:

- Adult learning principles.

- Instructional design fundamentals.

- Principles and practices related to the development, implementation, and maintenance of organizational policies and procedures.

- Microsoft 365 applications.

- Virtual meeting and presentation platforms.

- Basic cybersecurity and enterprise technology concepts.

Skill in:

- Developing clear and engaging instructional materials.

- Developing, reviewing, and maintaining clear and effective policies, procedures, and related documentation.

- Translating complex policies, procedures, and technical information into clear training materials, job aids, and guidance.

- Delivering presentations and facilitating group training.

- Written and verbal communication.

Ability to:

MINIMUM QUALIFICATIONS

Education:

- Two (2) years of professional experience developing or delivering training, instructional materials, educational programs, or organizational policies and procedures.

Preferred Qualifications:

- Experience developing technology or cybersecurity-related training.

- Experience developing, reviewing, implementing, or maintaining organizational policies and procedures.

- Experience facilitating virtual and instructor-led training.

- Familiarity with Learning Management Systems (LMS).

- Experience using e-learning development tools or multimedia software.

- Experience translating policies, procedures, or technical requirements into training materials, job aids, or other employee resources.
