JOB SUMMARY

Under general direction, responds and/or coordinates responses to all media requests and related inquiries; performs liaison functions between the department and media representatives.
# ESSENTIAL JOB FUNCTIONS:

- Ability to perform liaison functions with all members of the media, preparing news releases and conducting interviews with print and broadcast media.
- Ability to respond to routine media requests for information and coordinate media activities with other units within the department.
- Ability to respond to major events and emergency situations.
- Ability to facilitate training sessions related to department media relations, speak at public engagements and attend public relations activities.
- Ability to prepare written correspondence and disseminate information.

OTHER JOB FUNCTIONS:

- Ability to plan, direct, monitor and provide management oversight for Water Treatment, Laboratory Services, and Water Resource Services activities.
- Provides management of personnel including hiring, performance evaluations, discipline, rulemaking, safety assurance, and other duties supporting a team environment.
- Ability to plan, direct and monitor preparation and implementation of annual operating budget and capital improvement projects for Water Treatment, Laboratory Services, and Water Resource Services
- Ability to plan and implement actions that ensure meeting all regulatory requirements for water treatment, production, pretreatment, watershed management, and laboratory services.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

- Knowledge of investigation practices and methods.
- Knowledge of laws relating to search and seizure, arrest, and the rules of evidence. Knowledge of the Open Records Act concerning the release of information
- Knowledge of court decisions concerning admissibility of testimony and confessions. Knowledge of interrogation and interview techniques and methods.
- Knowledge of the principles of crime prevention.
- Knowledge of the proper procedures for the identification and preservation of evidence. Skill in recording and organizing data.
- Skill in identifying and using potential sources of data.
- Skill in interpreting and understanding Criminal and Traffic Laws, Code of Criminal Procedure, City ordinances, City policies and procedures and police department policies and procedures.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain good working relations with other agencies. Media representatives and the public.
- Ability to exercise sound judgement and make independent decisions.
- Ability to operate a variety of office equipment including PC and relevant software applications.
- Ability to perform a variety of physical activities including, but not limited to walking, standing, kneeling, seeing, writing and driving.

Qualifying Education and Experience:

- Bachelor's degree in journalism, public administration, criminal justice, mass communications, or a related field plus two years' experience in media/public relations, journalism, or a law enforcement-related field; or an equivalent combination of education and/or experience.
