Job description

Security and Counter Fraud work as part of the Security Information Directorate to keep the MoJ and its people safe and secure. We cover:

- Group Security (including Personnel and Physical Security)
- Security Governance and Portfolio
- Counter Fraud Centre of Expertise
- The Office of the Chief Security Officer

The responsibilities of the Counter Fraud Centre of Expertise are:

- Promoting the delivery of MoJ counter fraud strategy and the management of fraud, bribery, and corruption risk.
- Providing counter fraud leadership across the department and ensuring compliance with government functional standards.
- Delivering business and process improvement activity, working in partnership with diverse stakeholders.
- Supporting functions to ensure effective systems are in place to record reports of fraud, financial errors, detected and prevented fraud and financial recoveries.
- Working with change programmes and projects to identify fraud risks, control measures and opportunities to implement designs that reduce the risk of fraud, bribery, and corruption.
- Developing and delivering fraud awareness and fraud risk materials and activity.
- Delivery of proactive fraud detection initiatives, including fraud risk workshops and fraud loss measurement.
- Advising and supporting stakeholders on the management of fraud investigations and appropriate resolution outcomes.
- Maximising the use of data and data analytics to combat fraud.

As Senior Counter Fraud Lead, you will help deliver a transformative programme that supports the Ministry of Justice’s five-year Counter Fraud Strategy. This is a cross-discipline role, which has a focus on embedding a fraud-conscious culture and developing trust, resilience, and collaboration across both the organisation and wider government.

You will support a multi-disciplinary approach to develop expertise and promote awareness in fraud prevention, detection and control.

The team vision is to ensure the MoJ, and the wider justice system is protected as far as possible from the harms caused by fraud, bribery and corruption. Your contribution will ensure the work of Counter Fraud becomes a shared responsibility across MoJ.

The job holder will be required to carry out the following responsibilities, activities, and duties:

- Support delivery of the Counter Fraud strategy and associated performance improvement related action plans.
- Providing governance and oversight of the MoJ’s compliance with Counter Fraud Functional Standards (GovS 013), with a particular onus on fraud risk and fraud prevention activities.
- Raising awareness of the work of Counter Fraud and relevant fraud controls to mitigate risks.
- Working with change programmes and projects to identify fraud risks, control issues and opportunities to implement designs that reduce the risk of fraud bribery and corruption.
- Deliver improvement activity, including on fraud risk assessments, through influencing and advising MoJ stakeholders.
- Support MoJ to ensure effective systems are in place to recover any money identified as being potentially paid out fraudulently.
- Advise and support stakeholders on the direction of complex investigations, both internal and external, to establish routes for resolution through misconduct, contractual, civil and criminal routes.
- Prepare papers and briefings on fraud issues for senior management within the MoJ.
- Support the MoJ Counter Fraud Centre of Expertise in the development and delivery of fraud awareness materials and activity.

- Experience of working across a business through informal networks to deliver results.
- Ability to work across a broad range of areas both operationally and strategically.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map . All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
