We are seeking a highly skilled Deputy Program Manager (DPM) with deep financial management experience to support the planning, execution, and oversight of complex intelligence programs. The ideal candidate is a collaborative leader who can manage day-to-day program operations while driving financial performance, forecasting accuracy, and compliance with corporate and contractual requirements.
The Opportunity:
Support the Program Manager in overall program leadership, overseeing schedule, scope, cost, risk, performance, and day‑to‑day operational execution; Support contract modifications, pricing actions, and funding management activities while ensuring alignment with program operational priorities; Analyze programmatic and operational risks/opportunities, identify performance constraints, and recommend mitigation strategies rooted in mission realities; Collaborate with cross‑functional teams (contracts, finance, HR, subcontract management, technical leads, and operations stakeholders) to ensure fully integrated program and mission execution; Assist with staffing planning, onboarding, resource allocation, workforce scheduling, and operational readiness to sustain continuous mission support; Drive operational excellence by adopting best practices from corporate frameworks and applying them to real‑time program operations, workflow optimization, and process discipline; Serve as acting PM when required, maintaining operational continuity, stakeholder engagement, and decision authority; Coordinate across departments to synchronize operational and business strategies, ensuring consistent execution across the program lifecycle; Provide financial and operational guidance related to resource management, staffing models, budgeting, and performance monitoring to optimize both cost efficiency and mission outcomes; Build, refine, and implement processes that support business objectives, operational effectiveness, and compliance; Ensure compliance with legal, regulatory, contractual, and organizational standards, including Government and internal operational requirements; Coordinate with HR to ensure hiring plans meet operational tempo, clearance requirements, staffing pipelines, and mission‑specific training needs; Integrate input from Government customers, technical teams, operators, and internal stakeholders into forward‑looking operational and strategic plans; Monitor operational health indicators, workflow bottlenecks, and mission‑system performance trends to proactively address issues that could impact mission execution; Champion a culture of continuous improvement by identifying inefficiencies, implementing corrective actions, and driving enhancements to operational readiness and mission effectiveness.
Qualifications:
• Bachelor’s Degree in Business Management or Administration, Operations Management, or a related field o Additional coursework in project management, contracting, or legal management is beneficial.
• Any post-baccalaureate certificates specializing in areas like leadership or operational excellence are beneficial.
• Previous (7) experience in finance, financial management or related field.
• Previous experience with OCONUS specific financials. (i.e. Hedging liabilities, Foreign taxation, SOFA)
• Previous relevant experience working with other DOD IC organizations.
• Previous experience working with complex CLIN structures, Multiple funding types, Funds From Others (FFO) This variety reflects the multifaceted nature of the role, emphasizing a blend of knowledge and practical understanding of business operations.

Pay Range :
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$90,300 - 189,600 USD
