About the Role

We are seeking an experienced ICD Analyst to support our Project Integration team in defining and documenting data flows between applications and ensuring successful integration across complex enterprise environments.
The ICD Analyst will work closely with Product Owners, Interface Architects, Solution Consultants, Project Managers, Scrum Masters, and VA technical resources to translate business processes and technical requirements into clear, accurate, and actionable Interface Control Documents (ICDs) .
This role requires strong analytical, documentation, communication, and coordination skills, along with the ability to work effectively across technical and business teams. The successful candidate will help drive interface documentation from initial design through testing, technical review, deployment, and final acceptance.

Key Responsibilities

· Collaborate with the Enterprise Architecture team and follow established integration pattern guidance to ensure consistency and quality across ICD documentation.

· Work with Solution Consultants, Interface Architects, and VA technical Points of Contact (POCs) to identify data element discrepancies and develop appropriate data-element mappings.

· Support Sprint 0 activities by coordinating the minimum design information required for the initial MVP ICD Version 0.1 .

· Collaborate with cybersecurity teams to collect information required for the Authority to Contact (ATC) package and related ICD documentation.

· Work with the Project Manager, Integration Architect, and Scrum Master to develop and maintain Integrated Master Schedule (IMS) tasks, timelines, and dependencies.

· Coordinate technical and design sessions across Oracle teams, providers, and VA stakeholders.

· Capture meeting notes, decisions, requirements, and action items during design sessions and drive timely follow-up and closure.

· Develop initial ICD documentation using information gathered from design sessions, legacy ICDs, technical documentation, and provider-supplied materials.

· Review and revise ICDs based on feedback from Integration Architects, solution teams, VA stakeholders, cybersecurity teams, providers, and technical editors.

· Prepare final ICD documentation for submission to the technical editing team for Individual Interface Technical Design Review (IITDR) and White Glove submission.

· Maintain and update ICD documentation throughout the testing lifecycle, incorporating post-submission feedback and approved changes.

· Participate in daily standups and provide clear status updates to the Project Manager and project team regarding assigned tasks, risks, dependencies, and action items.

· Perform functional allocation activities to identify required tasks, dependencies, and interrelationships among integration activities.

· Provide final documentation updates in preparation for formal deliverable submission, including updates following production deployment and the adjudication of rejection, acceptance, or acceptance-with-comments decisions.

· Provide monthly progress reporting on assigned interfaces to the designated Oracle Technical Contact to support workstream visibility and auditability.

Required Qualifications

· Bachelor's degree in Computer Science, Information Systems, Business, Engineering, or a related field, or equivalent professional experience.

· Experience in systems integration, business analysis, technical analysis, or interface documentation .

· Experience developing, maintaining, or reviewing Interface Control Documents (ICDs) or similar technical integration documentation.

· Strong understanding of application-to-application data flows, system dependencies, and data mapping.

· Experience translating business processes and technical requirements into structured documentation.

· Strong analytical and problem-solving skills with attention to detail.

· Excellent written and verbal communication skills.

· Ability to facilitate or support technical design discussions involving multiple stakeholders.

· Experience managing action items, dependencies, timelines, and deliverables across cross-functional teams.

· Ability to work independently while collaborating effectively with technical and business stakeholders.

· Strong proficiency with Microsoft Office tools, particularly Word, Excel, PowerPoint, and Teams .

Preferred Qualifications

· Experience working in a large-scale enterprise integration or modernization program.

· Experience working with Oracle integration teams or Oracle-based enterprise environments.

· Experience supporting VA (Department of Veterans Affairs) programs or other federal government technology programs.

· Familiarity with federal IT documentation, governance, cybersecurity, and technical review processes.

· Experience with Agile/Scrum methodologies and Sprint 0 activities.

· Experience working with Integrated Master Schedules (IMS).

· Familiarity with interface architecture, integration patterns, APIs, data mapping, and enterprise architecture concepts.

· Experience supporting technical design reviews, production deployments, and post-production documentation updates.

· Experience working with cybersecurity teams and documentation associated with Authority to Contact (ATC) processes.

What Success Looks Like
The successful ICD Analyst will ensure that interface requirements, data flows, dependencies, and design decisions are clearly documented and maintained throughout the integration lifecycle. You will serve as an important bridge between business stakeholders, technical teams, architects, providers, and government stakeholders, helping ensure that interface documentation is accurate, complete, traceable, and ready for formal review and delivery.

This position operates in a highly collaborative, deadline-driven environment involving multiple technical and business stakeholders. The role requires strong organization, proactive communication, and the ability to manage multiple interfaces and documentation deliverables simultaneously.

US: Hiring Range in USD from: $81,700 to $166,100 per annum. May be eligible for bonus and equity.
