About this role
Description
We are seeking a Senior Recruiter with 5–8 years of experience to lead full-lifecycle recruiting for both technical and cleared positions supporting our Intelligence Community (IC) and Department of Defense (DoD) contracts. This role requires someone who is equally comfortable sourcing hard-to-find candidates with specialized clearances as they are screening for deep technical competencies in fields like cyber, data science, software engineering, and systems integration.
You will partner directly with program managers, capture teams, and hiring leads to build talent pipelines that support proposal efforts and active contract staffing, often under tight deadlines and with strict compliance requirements around clearance verification and citizenship.
Responsibilities:
• Own full-cycle recruiting (intake, sourcing, screening, interview coordination, offer negotiation, and closing) for a mix of cleared and technical roles across active and pursuit contracts
• Partner with hiring managers and program leads to translate contract labor categories (LCATs) and statement-of-work requirements into effective sourcing strategies
• Source passive candidates with active or historical clearances through channels tailored to the IC/DoD space (cleared job boards, referral networks, security-clearance-focused events, LinkedIn Recruiter, etc.)
• Screen candidates for both technical qualifications and clearance status/adjudication history, ensuring alignment with contract and facility security requirements
• Support proposal and capture efforts by identifying and pre-qualifying candidates to meet named-candidate or contingent-hire requirements on bids
• Maintain accurate, compliant candidate data in the ATS, including clearance level, polygraph status, and investigation dates
• Build and maintain long-term talent pipelines for recurring or hard-to-fill labor categories (e.g., All-Source Analysts, Cyber Threat Analysts, Software Engineers with specific clearance levels)
• Advise hiring managers on market conditions, compensation benchmarking, and time-to-fill expectations specific to cleared talent markets
• Ensure all recruiting activities comply with OFCCP, EEO, and any applicable government contracting requirements
• Represent the company at cleared job fairs, industry days, and networking events as needed
Requirements
Required:
##
• 5–8 years of full-lifecycle recruiting experience, with a significant portion supporting government contractors, the Intelligence Community, or DoD customers
• Demonstrated experience recruiting for both cleared positions (any level — Secret through TS/SCI/Poly) and technical roles (software, cyber, data, systems engineering, etc.)
• Working knowledge of clearance types, reciprocity, and adjudication timelines, and how they affect sourcing and time-to-fill
• Familiarity with contract labor categories (LCATs) and how they map to job requirements and pricing
• Experience supporting proposal/capture recruiting (identifying named candidates, building contingent offer packages) is a strong plus
• Proficiency with an ATS (Paylocity) and sourcing tools (LinkedIn Recruiter, cleared job boards such as ClearanceJobs, etc.)
• Strong stakeholder management skills — comfortable advising program managers and senior leadership on hiring strategy and market realities
• Excellent judgment and discretion when handling sensitive candidate information (clearance status, PII)
• Bachelor's degree preferred; equivalent experience will be considered
Preferred:
• Experience recruiting for a specific IC agency customer set (e.g., NSA, CIA, DIA, NGA, or combatant command support)
