Job Description:
The Division of Medicaid and Long-Term Care is seeking an Administrator II to play a vital role in advancing our team’s capabilities. In this position, you’ll lead efforts in contract management, quality improvement, and the implementation of best practices for benefit design and value-based payments. As we shift to outcomes-based service coverage, your work will be essential in enhancing health services and supporting our mission.
Examples of Work
The Administrator II is responsible for the administration and management of Nebraska Medicaid and Children's Health Insurance Program (CHIP) institutional and professional services benefits. Responsibilities include oversight of services equating to one and one-half billion dollars in expenditures.
Specifically, this position will:
- Administer medical and dental services under complex federal, State and agency regulations requiring application of broad management practices, using significant judgment to interpret and apply applicable policies, statues, regulations, and guidelines.
- Perform strategic and long-term planning for assigned functions and teams and establish long-range program requirements and objectives.
- Interact and collaborate with stakeholder and provider groups, agency workgroups, contractors, and providers regarding providing effective program services.
- Be responsible for operation of assigned programs and administer within budgetary constraints.
- Manage and develops high-performing leaders to enhance engagement and performance among employees within the Health Services section
- Coordinate and collaborate with the other members of the Medicaid management team to advance the goals and initiatives of the Division of Medicaid & Long-Term Care and the Nebraska Department of Health and Human Services.
Requirements / Qualifications
Minimum Qualifications: Bachelor’s Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience
OR
a Master’s degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.
Preferred Qualifications: Extensive experience with contract management.
Other: Must possess a valid Driver's License.
Knowledge / Skills / Abilities
Knowledge of: basic accounting and business administration which can include billing, payments, accounting spreadsheets; social work and management theory; the structure of organizations; state, local and federal laws and programs relating to social service programs; available funding sources. Basic knowledge of Nebraska's public school system and Educational Service Units.
Ability to: relate well with a diverse number of individuals or organizations; quickly adapt to changing work priorities and tasks; work with people in a variety of roles (leadership, cooperation, education, networking); work with vendors to ensure services are provided appropriately.
Skill in: presenting information to groups or individuals in oral or written form; problem solving; prioritizing; goal setting; conflict resolution.
