Job Summary:

The City of Greeley is seeking a Water Systems Technician I–IV to join the Transmission and Distribution team within the Water and Sewer Department. This position performs progressively skilled work in the operation, maintenance, repair, and construction of the City's water distribution system. Responsibilities include installing and repairing water mains, service lines, valves, and fire hydrants; responding to water leaks and system emergencies; operating vehicles, heavy equipment, and specialized tools; and completing required work orders and documentation.

Employees work in a variety of field environments, including excavation trenches, confined spaces, active traffic areas, construction sites, and around heavy equipment. Employees participate in a rotating standby/on-call schedule and may respond to emergency water system issues outside of regular working hours.

The Water Systems Technician I–IV classification provides a structured career progression based on experience, water distribution certification, technical knowledge, demonstrated competency, and the ability to perform increasingly complex utility maintenance, repair, construction, troubleshooting, and emergency response activities.

City-Paid CDL Training

The City of Greeley supports employees in obtaining the required Class A Commercial Driver’s License (CDL). Employees who do not possess the required Class A CDL may be eligible for City-paid CDL training after six months of employment. Participation requires a $3,500 CDL Training Repayment Agreement. Repayment is 100% if leaving within one year of the agreement and 66% if leaving between one and two years. No repayment is required after two years. Additional terms apply.

Experience, Knowledge, Skills:

Minimum Requirements

All Levels:

- High school diploma or GED.
- Valid, unrestricted driver's license.
- Current Class A Commercial Driver's License (CDL) or ability to obtain within one year of employment
- Basic knowledge of methods, materials, tools, and equipment used in utility construction and maintenance.
- Ability to safely operate hand tools, power tools, and light-to heavy equipment.
- Ability to participate in a rotating standby/on-call schedule and respond to the designated work location within 45 minutes when required.

Water Systems Technician I

- Zero (0) to one (1) year of related experience.
- Colorado Water Distribution Operator Level 1 Certification or ability to obtain within one year of employment.
- Current Class A Commercial Driver's License (CDL) or ability to obtain within one year of employment

Water Systems Technician II

- Two (2) years of related experience.
- Colorado Water Distribution Operator Level 2 Certification.

Water Systems Technician III

- Three (3) years of related experience.
- Colorado Water Distribution Operator Level 3 Certification.

Water Systems Technician IV

- Four (4) years of related experience.
- Colorado Water Distribution Operator Level 4 Certification.

Preferred Qualifications:

- Experience in water distribution, utilities, public works, construction, sewer, or street maintenance.
- Mechanical maintenance or repair experience.
- Experience working safely in or around active roadways and traffic control zones.
- Knowledge of confined space entry procedures, excavation safety, and trench safety.
- Experience operating construction or utility maintenance equipment.

Knowledge, Skills, and Abilities:

- Knowledge of water distribution systems, utility construction, maintenance practices, materials, tools, and equipment.
- Knowledge of safe excavation, trenching, shoring, confined-space, traffic-control, and work-zone practices.
- Ability to read and interpret utility maps, plans, drawings, specifications, and related technical information.
- Ability to locate, measure, inspect, and assess underground utility infrastructure.
- Skill in safely operating vehicles, heavy equipment, hand tools, power tools, locating equipment, and specialized utility equipment.
- Ability to identify equipment and infrastructure problems, troubleshoot system issues, and determine appropriate corrective actions within the scope of the assigned classification.
- Ability to learn and apply City standards, procedures, regulatory requirements, and safety practices.
- Ability to accurately complete work orders, maintenance records, logs, and other required documentation.
- Ability to use computers, mobile technology, Microsoft Office, and other job-related systems.
- Ability to communicate effectively and professionally with coworkers, supervisors, contractors, customers, other City departments, and the public.
- Ability to prioritize work, adapt to changing conditions, and respond appropriately to emergency situations.

Essential Functions:

- Installs, repairs, maintains, and replaces water taps, water mains, service lines, valves, fire hydrants, and related water distribution infrastructure.
- Performs routine and emergency maintenance and repairs on water pipes, valves, hydrants, equipment, and related system components.
- Investigates and responds to customer concerns related to water color, taste, odor, leaks, and other water distribution issues.
- Exercises, flushes, cleans, inspects, and maintains water valves and fire hydrant lines, including seasonal maintenance activities.
- Performs excavation, trenching, backfilling, surface restoration, cold patching, sidewalk repairs, manhole restoration, and related work associated with water utility construction and maintenance.
- Safely operates and maintains pickup trucks, loaders, dump trucks, and other utility vehicles and equipment.
- Uses shovels, hand tools, power tools, measuring devices, locating equipment, and specialized utility tools to perform assigned work.
- Works safely in and around excavation trenches, confined spaces, traffic areas, construction sites, uneven terrain, and operating heavy equipment.
- Inspects work areas, equipment, and infrastructure; identifies hazards or maintenance needs; and takes appropriate action to protect employees, the public, and City infrastructure.
- Perform site cleanup and restoration following maintenance, repair, excavation, and construction activities.
- Maintains accurate records, logs, and documentation related to maintenance activities, repairs, materials, equipment, and replacement parts.
- Completes assigned work orders, documentation, in a timely and accurate manner.
- Communicates effectively with crew members, supervisors, other City departments, contractors, residents, and the public regarding work activities and water system issues.
- Participates in emergency response activities and rotating standby/on-call assignments, including responding to water system emergencies outside of regular working hours.
- Provides technical guidance and assists with training less-experienced employees, as assigned and appropriate to the employee's classification.
- Follows City policies, safety procedures, utility standards, regulatory requirements, and established work practices.
- Performs other duties as assigned.

Supervisory Responsibilities: None.

Travel: Regular Local/Field Based Travel: This position requires regular travel within the County and nearby cities. Employees frequently travel to field sites, client locations, or other City building as part of their job duties. Access to a personal or City fleet vehicle may be required.

Work Environment:

- Work is performed primarily outdoors throughout the City's water distribution system, including streets, easements, utility corridors, construction sites, and water system facilities, with occasional indoor work in maintenance shops and storage facilities.
- Routinely exposed to all weather conditions, including extreme heat, cold, rain, snow, ice, and changing environmental conditions.
- Regularly works around and operates heavy equipment and vehicles, including pickup trucks, dump trucks, loaders, excavators, compressors, pumps, and other construction and maintenance equipment, with exposure to loud noise, vibration, dust, fumes, and potentially hazardous materials.
- Performs work in and around active roadways, construction zones, excavations, confined spaces, and pressurized water distribution infrastructure while following established safety procedures, traffic control requirements, and using appropriate personal protective equipment (PPE).
- May be exposed to standing water, mud, biological hazards, chemicals used in water system maintenance, and other environmental contaminants while performing maintenance and emergency repairs.
- Work requires traversing uneven terrain, entering trenches, vaults, valve boxes, and confined spaces, and occasionally working at elevations using ladders or other access equipment.
- Position requires participation in an on-call rotation and may require extended shifts, overtime, evenings, weekends, holidays, and emergency response during water main breaks, service interruptions, severe weather events, and other emergency situations.

Physical Requirements:

- Mobility: Ability to frequently walk, stand, climb, crawl, and navigate uneven terrain, active roadways, traffic control zones, trenches, vaults, confined spaces, and other work environments.
- Strength: Ability to lift, carry, push, and pull up to 50 pounds regularly and up to 80 pounds occasionally with assistance when needed.
- Endurance: Ability to perform physically demanding work for extended periods in varying weather conditions and around active traffic, heavy equipment, and other environmental hazards while maintaining safety and productivity.
- Dexterity: Ability to safely operate hand tools, power tools, heavy equipment, and perform tasks requiring fine motor skills and hand-eye coordination.
- Flexibility: Ability to bend, stoop, kneel, crouch, reach, climb, and work in confined or awkward positions to perform maintenance and repair activities.
- Vision and Hearing: Ability to distinguish colors, read gauges, maps, plans, and electronic displays, and hear verbal instructions, alarms, approaching traffic, equipment, and other surrounding hazards.
