Purpose
Leads and oversees AML/ATF Sanctions, Business Risk Management in International Banking ensuring business strategies, plans and initiatives are executed / delivered in compliance with governing regulations, internal policies and procedures.
Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
Provides strategic direction, leadership and oversight for 1st line Anti-Money Laundering programs in International Banking, including controls, systems and processes that support effective AML/ATF execution across the business line.

What You'll Do:

- Ensures business line AML/ATF programs cover all aspects of the Bank’s 1st line of defense within a three lines of defense oversight model including ongoing monitoring from both a process and systems perspective

- Understand and maintain awareness of the local and global AML regulations, Enterprise-wide AML/ATF & Sanctions policies and standards, as well as international standards and industry leading practices

- Working with the Business Lines to develop, maintain current and implement local AML/ATF & Sanctions procedures and controls based on the Global Standards, incorporating local regulatory requirements

- Champion for the country’s AML program and ensuring its effectiveness, being responsible for supporting the governance framework, providing support to business lines through escalations, monitoring program breaches or gaps, reviewing controls as required and developing procedures to monitor and report the effectiveness of the AML Program in the countries

- Management of the exceptions to policy/standards and required Delayed Implementations (Management Self-Identified) at a divisional level. • Responsible for the oversight and support of the IB AML and Sanctions program

- Responsible for the divisional execution of the EMRA/ESRA annually ensuring 100% coverage of assessable units/business lines and control units

- Accountable for the 1st Line of Defense execution and roll out of the AML RCM (Regulatory Compliance Management) program for International Banking

- Responsible for the facilitation and execution of AML Training Plans (TP) including the tracking and reporting to Executive forums

- Responsible for the facilitation and execution of the AML Third Party Risk Management standards

- Responsible for the execution of the executive reporting for NIASRA, TP and TPRM

- Work with multiple local stakeholders to gather different perspectives on AML and assess impact on the country’s operating model, providing feedback to AML Advisory group (in Toronto)

- Ensures AML/ATF procedures and controls are consistent with best practice, adhered to by the business lines, and enable identification, assessment and control of AML/ATF risks across clients, products, services and countries

- Identifies and remediates business line AML/ATF program deficiencies through risk-based remediation plans and reporting to Executive Management and the CAMLO

- Understand and maintain awareness of the Issues Management standards, and procedures

- Responsible for the curation and mapping of AML Issues (Regulatory/Audit/MSI) to ensure alignment with the Enterprise Policy/Standards and IB Issues Management Standards

- Accountable for the roll up reporting per country on Issues Management for Executive Forums

- Responsible for Business Risk Management Executive reporting and escalations regarding First Line AML Controls, including, but not limited to Group Head briefings; CRC materials; IB AML Program Committee

- Ongoing interaction with the Business Lines, AML Advisory (2L), local EDDU, local AML Officers

- Participation, support and challenge in AML in Country/Regional Committees

- Act as liaison with the 2nd Line and 3rd Line to develop and implement AML initiatives processes to achieve balance between operational efficiency and customer experience while in compliance with Policy and regulatory requirements

- Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions

- Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with the Scotia Bond, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to AML/ATF/sanctions risk

- Builds a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviours; communicating vision/values/business strategy; and managing succession and development planning for the team

- Ensures local legal entities are supported by adequate resources to execute first line AML/ATF controls, including know your customer, enhanced due diligence, customer risk rating and payment scanning obligations

What You'll Bring:

- University degree with a minimum of 10-15 years’ experience in financial services

- Fluency in English and Spanish is required

- Strong understanding of the International Banking business units, products, services, operations, systems and practices

- Strong knowledge of AML/ATF and Sanctions regulations and internal policies & procedures

- In-depth understanding of the Bank’s operations and controls, including knowledge of organization and infrastructure

- Demonstrated ability in leading professional staff both in Head Office and in Country offices

- Expert time management skills and ability to balance competing or conflicting objectives of various departments and/or stakeholders

- In-depth knowledge of Human Resources policies and procedures

- Advanced verbal and written communication skills in English and Spanish.

- Expert relationship management skills.

- AML Designation (CAMS) is an asset.

Work Arrangement:
This position is currently a hybrid role, with the expectation that you will work 3-4 days a week in the office. Please note that this is subject to change based on the needs of the business.
