The Vice President of Program Systems provides executive leadership for Children’s Institute’s clinical and program technology systems, including electronic health records (EHRs), enterprise reporting, business intelligence, data governance, analytics, workflow technologies, and systems transformation initiatives supporting Behavioral Health & Wellness and Community Services.

DUTIES

Strategic Leadership & Program Systems Governance
- Develop and implement the strategic vision for Program systems, electronic health records, analytics, reporting, business intelligence, workflow technologies, data governance, and technology solutions supporting Behavioral Health & Wellness and Community Services.
- Lead the development and execution of a multi-year Program Systems Strategic Roadmap aligned with organizational strategy, program priorities, healthcare transformation, CalAIM, evolving payer requirements, regulatory expectations, and organizational growth.
- Establish governance structures, policies, standards, procedures, and decision-making frameworks related to Program systems, EHR operations, analytics, reporting, data management, workflow design, system implementation, and technology transformation.
- Chair or facilitate Program Systems Governance Committees and related workgroups and ensure appropriate representation from clinical, programmatic, operational, financial, compliance, quality, and technology stakeholders.
- Collaborate with Executive Leadership to establish priorities for clinical systems investments, technology transformation, organizational readiness, and systems optimization.
- Identify opportunities for innovation, automation, integration, interoperability, artificial intelligence, and operational improvement across Behavioral Health & Wellness and Community Services.
- Lead organizational change management efforts associated with technology implementations, EHR migration, workflow redesign, process optimization, systems transformation, and operational change initiatives.
- Develop enterprise standards for clinical systems utilization, documentation workflows, reporting methodologies, data management, system adoption, and operational practices.
- Ensure Program systems remain responsive to the evolving needs of programs, staff, clients, families, community partners, payers, regulators, and organizational leadership.
Enterprise Clinical Technology & EHR Leadership
- Provide executive leadership and organizational accountability for the full lifecycle of the electronic health record and other critical Program systems.
- Lead strategic planning and organizational readiness for EHR migration and major clinical systems transformation initiatives.
- Oversee current-state assessment, future-state workflow design, system configuration, data migration, integration, interoperability, testing, implementation, go-live, stabilization, optimization, and long-term sustainability.
- Serve as executive sponsor for EHR implementation and migration initiatives and establish clear governance, accountability, decision-making, escalation, and communication structures.
- Partner with Information Technology and program leadership to ensure EHR infrastructure, integrations, workflows, security, and system functionality meet organizational and program requirements.
- Ensure clinical and operational workflows are appropriately translated into system design and configuration.
- Lead organizational readiness activities to ensure programs, leaders, clinicians, administrative staff, and other users are prepared for system implementation and transition.
- Establish processes for identifying, prioritizing, escalating, and resolving system-related issues and implementation barriers.
- Oversee system performance, functionality, user experience, data integrity, workflow effectiveness, and adoption.
- Ensure successful transition from legacy systems, processes, and workflows to new or upgraded Program systems.
- Establish and monitor post-implementation stabilization and optimization plans.
- Develop long-term sustainability strategies to ensure Program systems continue to evolve with organizational needs, regulatory requirements, payer requirements, and emerging healthcare delivery models.
- Partner with Information Technology and other enterprise functions to support systems integration and interoperability initiatives.
- Ensure compliance with data privacy, security, retention, confidentiality, and regulatory requirements.
- Lead organizational readiness, testing, training, go-live planning, stabilization, optimization, and long-term sustainability activities associated with EHR and Program systems implementations.
- Establish governance, communication, risk management, and stakeholder engagement strategies to support successful implementation and adopti on.
Data Governance & Information Management
- Establish and maintain enterprise data governance standards, policies, and accountability structures.
- Define data ownership, stewardship responsibilities, and reporting standards across BHCS operations.
- Develop and maintain enterprise data dictionaries, reporting definitions, metadata standards, and governance documentation.
- Promote consistency, accuracy, completeness, and integrity of data across clinical, operational, financial, and reporting systems.
- Partner with Information Technology, Finance, Human Resources, Development, and Program Leadership to support enterprise data integration initiatives.
- Oversee data quality monitoring, validation processes, exception reporting, and corrective action plans.
- Ensure compliance with data privacy, security, retention, and regulatory requirements.
Data Analytics, Reporting & Business Intelligence
- Provide executive oversight of organizational analytics, dashboard development, reporting, business intelligence, and performance management functions supporting Behavioral Health & Wellness and Community Services.
- Oversee Data Analysts, Reporting Analysts, Business Systems Analysts, and other assigned personnel.
- Develop and maintain operational, clinical, quality, utilization, financial, workforce, regulatory, and program performance reporting frameworks.
- Ensure timely development and dissemination of reports supporting Executive Leadership, operational management, regulatory agencies, funders, governing bodies, and other stakeholders.
- Develop and maintain key performance indicators (KPIs), dashboards, scorecards, and performance measurement frameworks.
- Analyze trends and provide actionable recommendations that improve organizational performance, efficiency, quality outcomes, compliance, revenue performance, workforce effectiveness, and client experience.
- Support contract reporting, grant reporting, audit requests, accreditation activities, regulatory reporting, and executive reporting requirements.
- Promote evidence-informed and data-driven decision-making throughout the organization.
- Ensure reporting capabilities remain aligned with evolving program, payer, regulatory, contractual, and organizational requirements.
Revenue Cycle Optimization & Financial Performance
- Partner with Revenue Cycle Management, Finance, Compliance, Quality Assurance, and Program Leadership to optimize system-supported billing and revenue processes.
- Ensure Program systems effectively support claim generation, documentation requirements, billing workflows, authorization requirements, and reimbursement activities.
- Monitor system impacts on claim acceptance rates, denials, revenue cycle performance, documentation quality, and reimbursement outcomes.
- Identify system-related barriers to revenue realization and partner with appropriate leaders to develop corrective strategies.
- Support implementation of workflows that improve billing accuracy, productivity, compliance, documentation quality, and reimbursement outcomes.
- Ensure EHR and related system implementations appropriately account for revenue cycle requirements and financial impacts.
- Partner with Finance and Program Leadership to assess the financial implications of system changes, workflow redesign, and technology investments.
Program Systems Budget, Investment & Vendor Management
- Develop and manage the annual Program Systems budget and multi-year technology investment roadmap.
- Evaluate and prioritize technology investments based on organizational strategy, program needs, regulatory requirements, operational impact, financial sustainability, and expected return.
- Review expenditures, approve invoices, monitor vendor performance, and enforce contractual obligations and service level agreements.
- Provide executive oversight of vendors supporting EHR, clinical applications, analytics, reporting, systems implementation, training, integration, and related technology services.
- Establish clear vendor performance expectations, accountability measures, escalation processes, and performance monitoring.
- Evaluate technology investments and system enhancements based on program outcomes, operational efficiency, workforce experience, user adoption, financial performance, and organizational priorities.
Artificial Intelligence, Automation & Innovation
- Evaluate emerging technologies, automation tools, artificial intelligence solutions, and other innovations that support organizational objectives.
- Identify opportunities to improve clinical documentation efficiency, workflow automation, reporting, data analysis, operational effectiveness, and staff experience through technology innovation.
- Lead implementation of approved AI-enabled and technology-enabled solutions while ensuring compliance with organizational policies, privacy requirements, ethical standards, and regulatory requirements.
- Promote responsible and effective use of technology, automation, and artificial intelligence across Behavioral Health & Wellness and Community Services.
- Evaluate opportunities to reduce administrative burden, improve workflow efficiency, strengthen data quality, and support staff in delivering high-quality services.
Training, Knowledge Management & User Adoption
- Develop and implement a comprehensive Program systems training and user adoption strategy.
- Provide executive oversight for training associated with EHR implementation, migration, upgrades, new functionality, reporting platforms, workflow tools, and operational technologies.
- Lead the development and maintenance of training curricula, user guides, standard operating procedures, job aids, webinars, learning resources, and knowledge management materials.
- Establish role-specific training strategies for executives, leaders, clinicians, administrative staff, and other system users.
- Develop super-user, system champion, and peer-support structures to promote successful implementation and sustained adoption.
- Ensure training is integrated into EHR migration, implementation, transition, stabilization, optimization, and sustainability plans.
- Monitor user adoption, system utilization, workflow effectiveness, training outcomes, competency, and user experience.
- Establish mechanisms for ongoing learning, refresher training, system updates, and continuous improvement.
- Promote a culture of continuous learning, technology proficiency, accountability, and operational excellence.
Compliance, Quality & Regulatory Support
- Ensure Program systems support compliance with federal, state, county, payer, accreditation, contractual, and organizational requirements.
- Partner with Compliance and Quality Assurance leadership to support audit readiness, corrective action planning, documentation standards, data integrity, and quality improvement initiatives.
- Ensure systems effectively capture and report required quality, utilization, compliance, financial, and outcome measures.
- Monitor regulatory and contractual changes and assess operational and technology impacts.
- Lead or support system changes necessary to address new regulatory, contractual, payer, or organizational requirements.
- Support organizational initiatives related to Medi-Cal, Specialty Mental Health Services, CalAIM, Enhanced Care Management (ECM), Community Supports, and emerging healthcare and human services regulations.
- Ensure system implementation and workflow decisions appropriately address compliance, documentation, privacy, security, and regulatory requirements.
Continuous Improvement & Operational Excellence
- Lead continuous quality improvement initiatives related to systems, workflows, reporting, analytics, implementation, user adoption, and operational processes.
- Utilize data, stakeholder feedback, benchmarking, system performance measures, and operational metrics to identify opportunities for process redesign and operational efficiencies.
- Establish and monitor performance measures related to system utilization, user adoption, documentation quality, reporting accuracy, workflow effectiveness, data integrity, training effectiveness, and user experience.
- Lead post-implementation optimization efforts and establish mechanisms for continuous system improvement.
- Ensure system changes are evaluated for their impact on clinical practice, program operations, workforce capacity, client experience, financial performance, compliance, and organizational outcomes.

QUALIFICATIONS
EDUCATION & EXPERIENCE
- Bachelor’s degree in healthcare informatics, information systems, computer science, data analytics, public health, healthcare administration, business administration, or a related field required.
- Master’s degree in healthcare administration, public health, information systems, business administration, healthcare informatics, or a related discipline preferred.
- 10+ years of progressively responsible leadership experience in healthcare systems, clinical informatics, healthcare technology, analytics, business intelligence, operational excellence, program systems, or related functions.
- 7+ years of management and supervisory experience, including experience leading multidisciplinary teams.
- Significant experience providing executive or senior-level oversight of Electronic Health Record systems required.
- Demonstrated experience leading large-scale EHR implementations, migrations, system transformations, or organizational technology initiatives required.
- Demonstrated experience leading organizational change management, implementation readiness, user adoption, training, transition, and sustainability initiatives required.
- Experience leading enterprise analytics, reporting, business intelligence, data governance, and performance management initiatives required.
- Experience managing technology budgets, vendor relationships, system investments, and complex cross-functional initiatives required.
- Experience within behavioral health, community-based services, managed care, healthcare, FQHC, human services, or similar environments strongly preferred.
- Experience supporting CalAIM, Medi-Cal, Specialty Mental Health Services, Enhanced Care Management, Community Supports, or similar healthcare programs strongly preferred.
- Experience translating clinical and programmatic workflows into technology and system requirements strongly preferred.
- Experience working across multiple organizational functions and successfully leading complex initiatives through influence, collaboration, and executive partnership required.

COMPENSATION:
$160,000.00 - $176,000.00
In accordance with California law, the expected pay range for this position is included in this posting. The actual compensation will be determined based on factors permitted by law. New hires will be offered a salary at the starting point of the range to maintain internal inequity and allow opportunity for future salary growth. CII salaries are determined based on comprehensive internal and external market analysis, as well as the skills, education, and experience relevant to each position.
