ICF’s Disaster Management Division is hiring FEMA Public Assistance – Reservist ON CALL positions in Florida . ( Preference given to those who have “Demonstrated experience supporting Florida Emergency Management (FDEM) disaster recovery programs, including knowledge of the Florida Recovery Obligation Calculation (F-ROC) initiative and Disaster Readiness Assessment (DRA) process” and to those located in the upper portion of Florida. Expect travel to disaster field locations, clients sites and operation locations for multi-week assignments.

About On-Call Employment with ICF : Due to the seasonal or project-specific nature of our disaster and emergency management work, ICF hires professionals as "On-Call" employees. On-Call employees are scheduled for work as it becomes available, with the freedom to accept or decline assignments. Individuals may work on concurrent projects outside of their ICF assignments, provided there is no conflict of interest.

We’re seeking experienced FEMA Public Assistance program professionals to join our On-Call Reservist team and support federal disaster recovery programs.

What You'll Do

• Support FEMA Public Assistance program delivery and disaster recovery operations.

• Develop, review, and analyze FEMA Project Worksheets and supporting documentation.

• Provide guidance on FEMA policies, regulations, and program requirements. Partner with federal, state, tribal, territorial, and local stakeholders throughout the recovery process.

• Resolve project and program issues while maintaining quality, compliance, and customer service standards.

• Maintain accurate project documentation, reporting, and records.

• Support recovery initiatives that help communities restore critical infrastructure and public services.

Please provide a concise resume relevant to the requirements, including FEMA Public Assistance program work at the federal, state or local levels, F-ROC, and Florida Disaster work . MUST HAVE QUALIFICATIONS

• 2+ years of hands-on experience working FEMA Public Assistance or comparable state or local disaster recovery programs.

• 2+ years of experience assisting federal, state, tribal, territorial, local government partners, or other public-sector entities with disaster recovery, disaster response, emergency management, or disaster preparedness.

• Must be willing and able to travel, both flight and vehicle, with short notice; inclusive of deployment nationally, hours including evenings and weekends in rapidly changing operational environments.

• Must have a valid U.S. driver’s license and successfully pass a Motor Vehicle Records (MVR) check.

Preferred Qualifications (these may set candidates apart)

• 2+ years of experience demonstrated experience supporting Florida Emergency Management (FDEM) disaster recovery programs, including knowledge of the Florida Recovery Obligation Calculation (F-ROC) initiative and Disaster Readiness Assessment (DRA) process.

• Familiarity with FDEM standardized documentation requirements, disaster readiness assessments, procurement and contract compliance reviews, insurance documentation, and audit-ready recordkeeping.

• Ability to evaluate organizational preparedness and identify documentation, procurement, policy, training, and compliance gaps that could impact disaster recovery funding and reimbursement timelines.

• Experience developing and delivering training, technical assistance, workshops, or readiness assessments related to emergency management, FEMA Public Assistance, disaster grants management, or recovery operations.

• Working knowledge of Florida local government operations, emergency management practices, and disaster recovery stakeholder coordination.

• Bachelor's degree.

• FEMA certifications or relevant FEMA coursework.

• Experience interpreting and applying FEMA Public Assistance policy, guidance, and regulations.

• Experience supporting disaster recovery operations involving complex programmatic or stakeholder considerations.

• Experience in grants management, infrastructure recovery, construction, public works, engineering, architecture, environmental services, or related disciplines.

• Strong proficiency with Microsoft Office (Word, Excel, PowerPoint, and Project Management Software).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is :
$50,364.00 - $85,618.00
