General Purpose

Conduct analysis through research, gathering and interpretation of data, development of alternatives, and recommendations for the Net Power Cost department. Present analysis and recommendations to management and may implement selected alternatives. Analyses include, but are not limited to, cost/benefit analysis, trending and forecasting, financial analysis, budget analysis, production cost modeling, regulatory analysis, and reporting.

This position is available at multiple levels. Applicants will be considered for the level that best matches their education, experience, and demonstrated capabilities.

Progression through the Net Power Cost Analyst series is based on demonstrated technical expertise, complexity of assignments, level of independent judgment, leadership responsibilities, and impact on regulatory and business outcomes.

Responsibilities

Responsibilities for All Levels

- Prepare net power cost regulatory filings, including general rate cases, transition adjustment mechanisms, power cost adjustment mechanisms, and avoided cost filings.

- Prepare and analyze production cost model simulations.

- Assist in production cost model maintenance, including maintaining current resource attributes and updating data series inputs.

- Analyze the impact of changes to modeling inputs and provide recommendations to department management.

- Provide project management support on net power cost filing, modeling, and process improvement projects.

- Support the modeling team in collecting, validating, uploading, and reviewing data inputs and modeling results.

- Coordinate with other company departments to ensure consistent practices for production cost modeling.

- Assist in the preparation of responses to discovery requests.

- Support the company's net power cost initiatives with other company departments.

- Contribute to the preparation of regulatory filings, testimony, exhibits, and supporting documentation related to net power costs.

- Present analysis and provide alternatives and recommendations to department management.

- Assist in the review, maintenance, and continuous improvement of team processes and documentation.

- Provide analytical support on a wide range of operational, regulatory, financial, and energy market-related activities.

Additional Responsibilities for the Sr. Net Power Cost Analyst Include

- Defend net power cost regulatory filings, including general rate cases, transition adjustment mechanisms, power cost adjustment mechanisms, and avoided cost filings.

- Lead the preparation of regulatory filings, testimony, exhibits, and supporting documentation related to net power costs.

- Serve as project leader for assigned regulatory, modeling, and process improvement initiatives.

- Represent and support the company's net power cost initiatives with regulators and regulatory staff, key community and customer groups, and other company departments.

- Interface with state regulatory commissions regarding the application of company and commission administrative rules.

- Interpret applicable rules, regulations, and policies for internal and external stakeholders.

- Provide technical guidance and mentoring to less experienced analysts.

- Independently develop recommendations regarding regulatory strategies, modeling assumptions, and cost recovery approaches.

Additional Responsibilities for the Net Power Cost Specialist Include

- Lead the development and defense of complex net power cost regulatory filings, including testimony, exhibits, work papers, and supporting analyses.

- Own and maintain production cost modeling methodologies, assumptions, and governance standards, including Aurora model maintenance and enhancements.

- Research and evaluate complex regulatory, operational, market, and policy issues affecting net power costs and provide strategic recommendations to management.

- Represent the company before regulatory commissions, stakeholder groups, customer organizations, and industry forums.

- Lead cross-functional initiatives involving generation planning, resource planning, market operations, finance, and regulatory affairs.

- Anticipate emerging regulatory and market developments and develop strategies to address associated business risks and opportunities.

- Review and approve final discovery responses and regulatory analyses.

- Influence departmental and corporate decisions through expert analysis, strategic recommendations, and stakeholder engagement.

- Provide technical leadership, coaching, and mentoring to analysts and senior analysts.

Requirements

Requirements for All Levels

- Bachelor's degree in Accounting, Finance, Economics, Engineering, Business, or a related field; or the equivalent combination of education and experience.

- A minimum of three years of related analytical work experience.

- Understanding of utility economics and utility commission rules and regulations.

- Ability to independently perform analysis and develop recommendations.

- Experience in project and/or task management.

- Strong communication skills and the ability to manage priorities, project details, and competing deadlines in a fast-paced environment.

- Advanced spreadsheet, database, and word processing skills used to gather, analyze, model, and present information.

- Communication and interpersonal skills, including the ability to consult with internal and external customers regarding sensitive issues.

- Ability to present findings, alternatives, and recommendations effectively.

Additional Requirements for the Sr. Net Power Cost Analyst Include

- A minimum of five years of related analytical work experience.

- Advanced understanding of utility economics, production cost modeling principles, and utility regulatory frameworks.

- Demonstrated project management skills, including project leadership, task identification, coordination, and scheduling.

- Demonstrated ability to independently lead complex analyses and regulatory assignments.

- Knowledge of applicable company policies, procedures, and federal, state, and local governmental laws and regulations.

- Proficiency in spreadsheet, database, word processing, and presentation applications used to gather, analyze, model, and communicate information.

- Ability to lead projects and provide technical guidance to peers and stakeholders.

Additional Requirements for the Net Power Cost Specialist Include

- A minimum of seven years of progressively responsible experience in net power cost modeling, regulatory affairs, revenue requirement preparation, cost-of-service analysis, pricing analysis, utility economics, or related analytical disciplines.

- Expert knowledge of utility economics, regulatory cost recovery mechanisms, wholesale energy markets, and production cost modeling.

- Comprehensive understanding of utility generation resources, transmission systems and constraints, resource commitment and dispatch, reserve requirements, fuel costs, and wholesale purchase and sales contracts.

- Demonstrated experience leading complex regulatory filings and strategic business initiatives.

- Ability to independently establish analytical methodologies and develop strategic recommendations.

- Strong leadership, negotiation, influencing, and stakeholder management skills.

- Advanced project leadership capabilities and demonstrated success managing high-visibility cross-functional initiatives.

- Ability to provide expert interpretation of regulatory requirements and their business impacts.

Preferences

- Advanced degree in Accounting, Finance, Economics, Engineering, Business, or a related field.

- Knowledge of applicable company policies and procedures and federal, state, and local governmental laws and regulations.

- Advanced knowledge of data analytics, statistics, forecasting techniques, and economic theory.

- Experience supporting or presenting testimony before regulatory agencies.

- Experience with production cost modeling and wholesale energy market analysis.
