## Project Overview:

Bechtel Saudi Arabia Company (SABCO) supports a diverse portfolio of projects and business operations throughout the Kingdom of Saudi Arabia and the wider Middle East. Operational resilience, physical security, emergency preparedness, personnel accountability, crisis management, business continuity and travel risk management support the protection of personnel and assets and the continuity of operations.
The Regional Operational Risk function works with project leadership and functional organizations to maintain situational awareness, support informed decisions and coordinate preparedness and response across projects and offices.

## Job Summary:

As Deputy Operational Risk Manager, you will support the Operational Risk Manager in implementing and coordinating operational risk, security, resilience, business continuity, crisis management, personnel accountability, emergency communication and travel risk programs across Saudi Arabia and the Middle East, and act up as Operational Risk Manager during periods of absence within formally delegated authority. You will apply practical security experience to assessments, inspections, incident coordination and preparedness activities, translating verified information into timely reporting and recommended actions.
You will maintain plans, records and dashboards; coordinate with projects and corporate functions; and follow up agreed actions. During the Operational Risk Manager’s absence, you will assume day-to-day leadership of the operational risk and security function, including personnel coordination, operational priorities, management reporting, incident response and business continuity activities. Decisions concerning security policy, expenditure, risk acceptance and crisis response must remain within approved policies and formally delegated authority. Escalate significant matters and decisions beyond that authority through the established management chain.

## Major Responsibilities:

- Support implementation of operational risk, physical security and resilience programs across SABCO projects and offices, maintaining procedures and coordinating activities under the Operational Risk Manager’s direction.
- Support corporate and project physical security threat and vulnerability assessments, site surveys and inspections. Document exposure, control gaps and recommended mitigations for management review and track agreed corrective actions.
- Coordinate checks of access control, visitor processes, CCTV and alarm arrangements with designated system owners. Liaise with guard-force providers on post instructions, coverage, observations and service issues within delegated authority; address deficiencies within approved policies and formally delegated authority, escalating matters beyond that authority.
- Monitor security, geopolitical, travel, infrastructure, environmental and operational developments using government notifications, reputable reporting and internal channels. Verify and corroborate threat information, distinguish facts from unconfirmed reports, and assess potential impacts to personnel and operations.
- Support travel and journey risk assessments, destination briefings, movement tracking and check-in arrangements. Coordinate with travelers, projects and approved service providers, escalating route, destination or movement concerns through established processes.
- Support security incident reporting and investigation activities by recording accurate timelines, gathering authorized information and maintaining incident logs. Protect sensitive records and evidence, follow approved preservation and handling procedures, and refer investigative decisions beyond formally delegated authority to the responsible manager.
- Assist Incident Management Teams during incidents and disruptions through information gathering, verification and dissemination. Support emergency notifications, crisis communications, evacuation arrangements, muster and personnel accountability in accordance with approved plans.
- Assist with business continuity planning, operational risk assessments and resilience initiatives. Maintain emergency response plans, contact directories, accountability records, studies, surveys and supporting documentation so they remain current and accessible to authorized users.
- Coordinate crisis management exercises, security and evacuation drills, tabletop exercises and awareness briefings. Capture lessons learned and monitor completion of actions arising from incidents, exercises, inspections, audits and management reviews.
- Coordinate with project leadership, functional organizations, corporate security and service providers. Support liaison with clients, local authorities and law enforcement only when authorized, observing communication protocols and confidentiality requirements.
- Prepare daily, weekly and specialized reports, dashboards, analytical summaries and management briefings. Use Microsoft 365, Teams, SharePoint, Power Platform and Power BI to support reliable data collection, controlled information sharing and action tracking.
- Act up as Operational Risk Manager during periods of absence, including leave, travel or other unavailability, assuming day-to-day leadership of the operational risk and security function, coordinating personnel and operational priorities, maintaining management reporting, and overseeing incident response and business continuity activities within formally delegated authority. Escalate significant matters and decisions beyond that authority through the established management chain.

## Education and Experience Requirements:

Requires a bachelor’s degree (or international equivalent) and 6–8 years of relevant experience, or 10–12 years of relevant work experience.
Relevant experience must include practical corporate or project physical security coordination and operational risk support, including security assessments or inspections, incident reporting, travel risk and emergency preparedness. Candidates must demonstrate experience applying controls, coordinating stakeholders and escalating issues within defined authority.

## Required Knowledge and Skills:

Security operations and risk assessment

- Demonstrated knowledge of physical security principles, threat and vulnerability assessment, security inspections and layered protective measures. Practical understanding of access control, visitor management, CCTV, alarms and guard-force coordination, including how to identify deficiencies and refer technical or contractual decisions to authorized owners.
- Ability to evaluate source credibility, corroborate security information and prepare concise, evidence-based threat summaries. Knowledge of travel and journey risk assessment, incident reporting, investigation support, evidence confidentiality and need-to-know handling of personnel and security information.

Resilience and emergency coordination

- Understanding of business continuity, emergency and crisis management, personnel accountability and operational risk principles. Ability to support evacuation planning, notification processes, incident teams, drills and exercises, and to maintain accurate records during time-sensitive events.

Reporting and digital tools

- Proficiency in Microsoft Office and Microsoft 365 collaboration tools, with experience using Teams, SharePoint, Power Platform and Power BI for data collection, reporting, dashboards and action tracking. Ability to maintain data quality, appropriate access controls and clear management briefings.

Communication, judgment and organization

- Strong written and verbal communication, analytical and organizational skills. Ability to coordinate with project teams, functional organizations and senior management; manage concurrent priorities; and work independently within assigned responsibilities.
- Sound judgment, discretion and timely escalation are essential, particularly during emergencies and manager absences.

Preferred Qualifications

- Experience supporting construction, infrastructure or other complex project environments, particularly regional or multi-project operations.
- Knowledge of the Saudi Arabia and GCC operating environment, local security considerations and regional business continuity requirements.
- Experience with personnel accountability systems, emergency notification platforms and incident management or crisis response teams.
- Certified Protection Professional (CPP), Physical Security Professional (PSP) or an equivalent security qualification is desirable, not mandatory.
- Arabic language capability is desirable.

## Working Conditions

The position is based in Riyadh, Kingdom of Saudi Arabia. Flexibility is required to support operations outside normal business hours, including night shifts, weekends and public holidays when instructed. Participation in on-call and standby arrangements and the ability to respond rapidly to incidents, emergencies and business disruptions are required.

Extended support may be required during crises, business continuity activations, regional emergencies and the Operational Risk Manager’s travel or leave. Occasional travel within Saudi Arabia and the GCC region may be required.

## Reporting Relationship

The Deputy Operational Risk Manager reports directly to the Operational Risk Manager and coordinates with projects and corporate functions within assigned responsibilities and formally delegated authority.
