Job Details

We are ambitious for Fife, both for our communities and our workforce of around 18,000 employees. More people need our support, and we are focussed on reducing inequalities and increasing opportunities within an environment of decreasing resources. Our vision is a confident, successful and fairer Fife and our employees are our greatest asset to deliver on our vision.

We have a newly established Public Protection Team in Fife which promotes an integrated approach across Adult Support and Protection, Child Protection, Multi-Agency Public Protection Arrangements (MAPPA) and Violence Against Women and Girls. This system supports a shift from siloed structures to an aligned Public Protection Partnership model and adopts a household harm lens, recognising complexity, trauma, and transitions; understanding that families and communities do not inhabit separate policy spaces.

An exciting opportunity has arisen to work within Fife Council’s Adult Support and Protection Team to support both the single agency and multi-agency Adult Support and Protection agenda.

Your role is to co-ordinate, design, deliver and procure the learning and development programme for a dedicated group within Fife Council’s social work and social care workforce and for multi-agency partners via the Health & Social Care Partnership’s Adult Support and Protection Committee. You will develop and maintain positive relationships with a wide range of stakeholders across social work, health, police, education and the third sector.

You will develop and implement a strategic framework for delivery of Adult Support and Protection Learning and Development activities within the single social work sphere and the Adult Support and Protection Committee (ASPC) multi-agency partnership. You will consult with key partners and support critical aspects of quality assurance and improvement activities.

You will also contribute to single and multi-agency audit and improvement activity to support ongoing development of Adult Support and Protection practice and performance.

You will draw on research and best practice guidance across local and national bodies. You will be responsible for designing strategies and mechanisms that enable us to measure the impact of ASPC training and development actions against the legal duties and requirements.

This will involve working with leads within the Partnership (Police, Social Work Education, other relevant Local Authority Directorates, Health and the Voluntary Sector).

You will be managed by, and liaise closely with, the Lead Officer for the Adult Support and Protection Committee, who is accountable to the Public Protection Service Manager and the Adult Support and Protection Committee.

This post will support engagement in learning stemming from the legislative and policy drivers for adult protection on both a national and local basis. In this context, you will work with colleagues within the wider Public Protection Team including Child Protection, Violence Against Women and Girls and Multi-Agency Public Protection Arrangements (MAPPA) to share expertise, different professional perspectives and create links with relevant established resources.

The role also contributes to wider Adult Support and Protection Committee activity, including conferences, stakeholder engagement, awareness campaigns and public information initiatives.

The post is based within the Adult Support and Protection Team and as the Workforce Development Lead Officer, you will work closely with other teams and service teams to also support the Council-wide initiatives related to Performance, Leadership, Culture and Behaviours.

You will contribute to an annual Workforce Development Action Plan which sets out the Learning and Development programme for the year ahead and support the planning and monitoring of resources assigned to learning and development activities. You will work with all stakeholders to continue to innovate, improve and horizon scan to provide high-quality service outcomes. This includes working to support and drive the wider organisational development agenda across the Council.

This post attracts a range of benefits including membership of the Local Government Pension Scheme and flexible working arrangements.

The Person

Educated to SCQF Level 9 (Degree level) or equivalent professional qualification, you will have substantial experience of Adult Support and Protection practice, including multi-agency working, and at least two years post-registration experience in an appropriate professional role. You will also have some experience of contributing to workforce learning & organisational development, through the design and delivery of learning and development activities.

You will have effective communication skills, display strong organisational and time management skills and the ability to influence and challenge. The capacity to use these skills to work collaboratively and create strong relationships at all levels is essential.

You will have experience of working on your own initiative and as part of a wider team, which is focussed on delivering outcomes. With a commitment to self-development and a focus on emerging trends, you will be a self-starter who is passionate about making a difference. Experience of supporting or reporting to partnership, governance or committee structures would be advantageous.

The post requires an ability to work in complex and, at times, challenging systems. You will be comfortable with connecting across agencies, directorates, services and hierarchies to ensure a collective response to the range of issues faced in social work and social care.

It is essential that you hold a qualification which enables registration with an appropriate professional body, and experience of Adult Support and Protection practice within a social work setting would be advantageous.
