The Work of Victims and Witnesses Commissioning and Implementation Unit

The Criminal Courts and Victims Directorate (CCVD) sits at the heart of MoJ’s policy agenda, working to reform complex systems that deal with some of the most vulnerable members of our society. We work closely with Ministers, No10, the Senior Judiciary, as well as a wide range of other Whitehall departments, to tackle a range of complex issues. Everything the team does to deliver our wide-ranging portfolio of work is uniquely focused on supporting those that need it most.

Sitting within the CCVD is the Victim and Witness Commissioning and Implementation Unit. The Unit focuses on systemic, multi-agency reform work to improve support and outcomes for victims and witnesses, to help them cope and recover from the impacts of crime and enable better justice outcomes. The Commissioning and Implementation Unit leads on the critical work to commission and fund quality and effective support services for victims and witnesses both nationally and locally, via local Police and Crime Commissioners. We use data and evidence to demonstrate the impact of these services and use this information to improve and influence the system through setting standards, building capability and capacity, and making evidence-driven policy decisions.

The Commissioning and Implementation Unit is currently working collaboratively to lead a major piece of policy work to reform local victims commissioning in the light of the Home Office’s decision to abolish the role of Police and Crime Commissioners in May 2028.

VWCI is a friendly unit with a strong emphasis on ensuring team members feel happy, supported and engaged in their work.

The Role – Delivery Lead for the Homicide and Witness Services

The role is responsible for two key national services for victims and witnesses:

- The Homicide Service (£7m per annum), delivered via a contract with Victim Support, provides a service to families bereaved by murder or manslaughter in England and Wales, including the families of British national killed overseas. This is a caseworker service and support ranges from counselling to practical support with housing, court hearings or finances. The service also supports eyewitnesses to homicide and offers short-term outreach to children and young people. It is our key vehicle for delivering support in the aftermath of a major criminal incident which involves fatalities, and is a service that Ministers are very interested in.
- The Witness Service (£14m per annum) operates in all courts in England and Wales. Also delivered by Victim Support (under a grant arrangement) and staffed primarily by volunteers, the service provides free practical and emotional support for witnesses before a hearing, on the day, and after giving evidence. Its core purpose is to help individuals give their best evidence, supporting fair and effective trials.

This is an exciting and demanding role in the centre of the unit that offers the opportunity to influence policy and commissioning at a national level. You will be expected to:

- Develop and maintain excellent relationships with delivery partners, managing service budgets, analysing performance and financial data, and informing strategic decisions on future commissioning and service provision.
- Pro-actively develop and maintain relationships with a range of stakeholders across the sector, within MoJ (including analysts, legal, finance and commercial) and in other Government Departments. This includes working closely with the Home Office, which leads on policy relating to domestic homicide and victims of terrorism, and the FCDO on support for families bereaved by homicide abroad.
- Support the Unit response to major criminal incidents, working closely across government and with external stakeholders – including local commissioners and national charities – to ensure victims and witnesses are supported in the event of a major criminal incident which involves fatalities.
- Lead the management and oversight of contracts and grants, including performance monitoring, risk management, assurance activities and the delivery of value for money, ensuring compliance with relevant governance and funding requirements.
- Analyse complex evidence, data and stakeholder intelligence to inform policy development, commissioning decisions and continuous service improvement.
- Provide high-quality policy advice and briefing to Ministers and senior officials on issues relating to these services and wider policy, often within tight timescales and on sensitive or high-profile matters. This can include attending meetings with bereaved families.
- Provide line management to 1 HEO and task manage 1 SEO.
- Contribute to corporate activities to continue to make the Directorate a great place to work
