About this Role

We are seeking an executive-level, technically sophisticated, and operationally authoritative Vice President of Preconstruction to architect, estimate, and structure our largest multi-disciplinary capital projects. Reporting directly to the President of Data Center Construction, this high-visibility leader will work in lockstep with our Commercial Operations (Sales) team to transform warm enterprise leads and complex RFP opportunities into unified, comprehensive service solutions.

The modern hyperscale and AI data center market demands single-source infrastructure delivery. Our parent organization operates distinct, specialized business units covering Heavy Civil Construction, Underground Installation, Utility/Linework, and Mission-Critical Data Center Electrical Construction.

As the technical and operational bridge, the VP of Preconstruction will lead a multi-disciplinary estimating team to dissect incoming RFPs, eliminate divisional scope gaps, mitigate macro-level risk, and build the turn-key delivery models that secure our largest contract awards. Beyond the win, this executive will play a decisive role in defining the project lifecycle—establishing watertight operational hand-offs, optimizing project cash flow, and directly influencing field project controls to protect profitability from inception to execution.

What You'll Do

Key Responsibilities

1. Partnership with Commercial Operations (Sales) & Contract Negotiation

· Partner closely with the Commercial Operations team during the qualification of warm leads and incoming RFPs to assess technical feasibility, resource capacity, and win probability.

· Serve as the executive technical and operational expert alongside Sales during client workshops, design-development phases, and Preconstruction Services Agreement (PCSA) presentations.

· Translate high-level client requirements captured by Commercial Operations into a concrete, executable internal bidding strategy.

· Partner closely with Legal, Commercial Operations, and the President of Data Center Construction to drive the negotiation of major contract terms, scope clarifications, and commercial deviations with the client, ensuring the operational risks of all four business lines are fully mitigated.

2. Cross-Divisional Solution Architecture & Interface Management

· Collaborate horizontally with executive leadership and General Managers across our Civil, Underground, and Utility operating units to secure estimating resources and align divisional strategies.

· Act as the definitive "interface manager" across divisions, establishing clear scope boundaries to eliminate budget duplication or costly gaps where civil earthwork, deep underground duct banks, utility grid-ties, and data center facilities intersect.

· Synchronize separate divisional estimates, schedules, and resource plans into a single, cohesive, master project delivery model.

· Supervise the creation of detailed initial master schedules that seamlessly integrate multi-unit timelines, ensuring that heavy civil site preparation and underground duct-bank installations perfectly synchronize with utility grid-ties and data center fit-outs.

3. Commercial Governance & Project Management (PM) Hand-Off

· Design, implement, and lead a standardized, mandatory project transition framework that successfully transfers the estimating logic, cross-unit scope boundaries, and risk registers from the preconstruction team to the assigned Project Management (PM) execution teams.

· Strategically design the initial project budget structure and Work Breakdown Structure (WBS) to dictate how PMs track costs in the field. Ensure field tracking accurately reflects the distinct labor, material, and equipment metrics used during the estimating phase to protect profit margins and enable real-time variance analysis.

· Develop a highly strategic, cash-flow-optimized Schedule of Values (SOV) for $200M+ projects. This SOV must balance front-loaded heavy infrastructure costs (civil and underground) with the long-duration electrical fit-out phases to maximize organizational liquidity throughout the project lifecycle.

· Lead the comprehensive risk-assessment of $200M+ opportunities, evaluating long-lead equipment procurement (transformers, switchgear, generators), labor market volatility, and overlapping multi-unit schedules.

What You'll Bring

Qualifications & Requirements

· Experience: 12+ years of progressive preconstruction, senior estimating, or high-level project controls leadership within the heavy electrical, civil infrastructure, or data center sectors.

· Mega-Project Capability: A proven track record of playing a definitive technical leadership role in successfully structuring, scheduling, and winning mega-project bids valued at $150M to $200M+.

· Lifecycle Awareness: Deep understanding of commercial construction execution, project accounting, Earned Value Management (EVM), and contract lifecycle management. Must know how field operations track costs to build an accurate preconstruction baseline.

· Collaborative Mindset: Proven experience working effectively alongside a dedicated corporate Sales or Commercial Operations department—knowing how to let sales handle relationship management while you anchor the technical and execution solutions.

· Domain Literacy: Deep familiarity with the technical and operational realities of large-scale infrastructure. While a background in Data Center / Mission-Critical buildouts is highly advantageous, the candidate must possess the operational breadth to credibly interface with Heavy Civil and High-Voltage Utility disciplines.

· Internal Diplomacy: Exceptional negotiation and relationship-building skills. Proven ability to influence and build consensus among internal divisional executives to get buy-in on multi-unit bids and resource commitments.

· Leadership: 5+ years of direct experience managing multi-disciplinary preconstruction teams, schedulers, and senior estimators.

· Education: Bachelor’s degree in Electrical Engineering, Civil Engineering, Construction Management, or an equivalent mix of extensive enterprise field leadership and technical
