The Role
Responsible for coordinating HSBC Innovation Banking (HINV) assessment, adoption and implementation of Financial Crime (FC) procedure changes issued by HSBC Global and UK CMB procedure owners. Acting on behalf of HINV in the first-line Business Financial Crime Risk (BFCR) team, the role engages procedure owners and relevant stakeholders to determine applicability, coordinate impact, and gap assessments, establish appropriate governance and implementation approach, and track actions, decisions and evidence through to closure. The role also coordinates engagement with second-line Financial Crime Risk on forthcoming policy changes that may affect HINV procedures, supporting early assessment, readiness, and alignment. The role supports consistent and timely delivery within HINV through effective stakeholder engagement, constructive challenge, and escalation, drawing on Financial Crime and other SME expertise where required.
The role encompasses and has the following principal responsibilities:
- HINV Governance and Delivery Coordination: Establish and maintain HINV’s governance framework for assessing, adopting, and implementing FC procedure changes. Coordinate relevant business, operational, control, technical, and specialist stakeholders; agree scope, responsibilities, milestones, dependencies, decision points, approval routes, and escalation arrangements; and drive actions to timely completion.
- Assessment of Forthcoming Changes: Maintain visibility of forthcoming FC policy changes through engagement with relevant second-line FC Risk, HSBC Global, and UK CMB procedure owners. Coordinate HINV’s assessment of applicability, operational and control impacts, urgency, dependencies, and required approvals, ensuring conclusions—including non-applicability—are supported and recorded.
- Impact, Gap, and Action Management: Coordinate impact and gap assessments by bringing together procedure requirements, HINV operational knowledge, and SME interpretation. Produce clear summaries of required changes, rationale, actions, and completion evidence; maintain action and decision logs; track owners, due dates, and dependencies; and escalate overdue or blocked actions through evidenced closure.
- Exceptions and Delays: Coordinate cases where HINV cannot implement a change by the required date or proposes a different approach. Obtain the appropriate SME assessment and approval, document temporary safeguards or local arrangements, and track decisions through to resolution or formal closure.
- Implementation and Adoption: Coordinate HINV’s adoption of procedure changes from consultation and impact assessment through to local decision, approval, implementation, readiness, training, communications, and launch. Escalate material risks, dependencies, or delays as required.
- Specialist Engagement and Decision Support: Mobilise relevant Financial Crime SMEs and facilitate HINV questions with HSBC Global, UK CMB procedure owners, and Financial Crime Risk where requirements, applicability, technical interpretation, or operational impact are unclear. Ensure advice, decisions, and implications are reflected in records.
- Documentation, Evidence, and Reporting: Maintain accurate, current, and appropriately approved local BFCR documentation. Keep clear records of decisions, actions, approvals, progress, and implementation, and provide concise reporting to support governance, assurance, and audit requirements.
- Stakeholder Partnership and Influence: Build effective partnerships across HINV and with relevant HSBC stakeholders, facilitating timely engagement on forthcoming policy and procedure changes, challenging constructively, and escalating unresolved ownership, quality, risk, or delivery issues.
- Continuous Improvement: Identify recurring adoption and implementation issues; standardise HINV governance routines, templates, and evidence standards; and improve the efficiency, consistency, and quality of procedure-change coordination.
- Wider Team Support: Support wider BFCR governance and reporting priorities as required to maintain continuity of service and delivery of team objectives.
Essential experience and knowledge:
- Strong experience coordinating the assessment, adoption and implementation of policies or procedures in a complex regulated organisation.
- Practical experience of Customer Due Diligence (CDD) and Know Your Customer (KYC) requirements, controls and operational processes across onboarding, periodic review, trigger events, and ongoing customer lifecycle management.
- Sufficient Financial Crime knowledge to assess the operational impact of procedure changes, ask effective questions and recognise when specialist interpretation or regulatory advice is required.
- Experience working with group-level procedure owners and coordinating local consultation, applicability assessment, impact analysis, approval, implementation, and evidence of completion.
- Experience across diverse and complex business models, with an understanding of how Financial Crime requirements affect operations.
- Core Skills
- Strong programme, project, or change-delivery capability, including the ability to create clear plans, milestones, dependencies, responsibilities, and actions.
- Excellent written communication skills, including producing impact assessments, governance papers, status reports, decision records, and implementation guidance.
- Proven ability to work collaboratively across teams, influence without direct authority and secure timely input, decisions, and action.
- Strong governance and audit discipline, including maintaining accurate action logs, decision records, approvals version control and implementation records.
- Ability to manage competing priorities, identify delivery risks, challenge unclear ownership or delays, and escalate issues with clear recommendations.
- Analytical and continuous-improvement mindset, with the ability to identify root causes and improve procedure-adoption governance.
