About this role

Leidos is seeking an experienced Network Performance & Reliability (NPR) Manager to lead a multidisciplinary geographically diverse team supporting the Defense Information Systems Agency (DISA) and Defense Information Systems Network (DISN). The manager will oversee four core disciplines: Capacity Management, Performance Management, Data Management, and Problem Management, ensuring the reliability, availability, resilience, and operational efficiency of a complex global network.

The NPR Manager will provide technical leadership, strategic direction, and operational oversight while driving automation, innovation, and proactive network improvements. This position requires an understanding of network service delivery, including Service Level Agreements (SLAs) from both Internet Service Provider (ISP) and customer perspectives.

The successful candidate will translate technical information into actionable recommendations, coordinate cross-functional initiatives, and advise government stakeholders on network health, operational risks, and continuous improvement opportunities.

Primary Responsibilities

- Lead, mentor, and manage technical teams responsible for Capacity, Performance, Data, and Problem Management.
- Establish priorities, manage workloads, develop team capabilities, and ensure timely delivery of contractual and operational requirements.

- Oversee network capacity planning, utilization analysis, forecasting, and resource optimization across DISN infrastructure.
- Establish thresholds, trending methodologies, and predictive indicators to identify potential congestion and capacity constraints.

- Establish and maintain key performance indicators (KPIs), performance baselines, operational thresholds, and dashboards.
- Identify performance degradation and emerging trends, coordinating corrective actions to improve network reliability.

- Oversee network data Extract, Transform Load (ETL) actions, validation, normalization, integration, and reporting.
- Guide development of dashboards, analytics, visualization, and automation capabilities supporting operational decisions.
- Coordinate with data engineering teams to improve data quality and streamline reporting workflows.

- Lead proactive and reactive Problem Management activities to identify recurring issues, reduce service degradation, and prevent future incidents.
- Oversee root cause analysis, corrective action tracking, and long-term problem resolution.

- Identify gaps between reported network performance and customer service experience, recommending improvements to service assurance and reporting.
- Prepare and deliver executive briefings, network health assessments, operational reports, and strategic recommendations.
- Champion automation initiatives across all four NPR disciplines to improve efficiency, reliability, and operational effectiveness.

Basic Qualifications

- Bachelor's degree in Information Technology, Computer Science, Engineering, Telecommunications, or a related discipline and 8–12 years of relevant experience. Additional experience may be considered in lieu of a degree.
- Must currently possess an active DoD Secret security clearance.
- Demonstrated experience leading technical teams or managing network performance, reliability, or service management functions in large-scale enterprise or service provider environments.
- Experience in one or more of the following network and systems areas: Capacity Management, Performance Management, Data Management, or Problem Management, with an understanding of how these disciplines interact.
- Working knowledge of enterprise networking technologies, including routers, switches, load balancers, DNS servers, and firewalls.
- Knowledge of WAN principles, networking protocols and architectures, including BGP, OSPF, DHCP, DNS, TCP/IP, VPN, VLAN, and VRF.
- Experience with network monitoring, performance analytics, and reporting platforms such as Kibana, DXNetOps, Juniper NorthStar, Splunk, or comparable technologies.
- Proven ability to communicate effectively with technical teams, senior leadership, and government customers.
- Strong leadership, team-building, collaboration, and presentation skills, with the ability to work independently and manage competing priorities.

Preferred Qualifications

- Experience supporting DISA, DISN, DoD enterprise networks, or comparable large-scale service provider environments.
- Knowledge of ITIL v4 practices, particularly Capacity and Performance Management, Problem Management, Monitoring and Event Management, Service Level Management, and Continual Improvement.
- Understanding of SLA development, performance measurement, service assurance, and compliance reporting from both customer and ISP perspectives.
- Experience developing or maintaining SOPs, TTPs, WIs, runbooks, CDRLs, and contract performance documentation supporting CPARS assessments.
- Demonstrated ability to identify and drive automation initiatives that improve operational efficiency, data quality, and network reliability.
- Experience developing operational KPIs, network health dashboards, reliability metrics, and executive reporting.
- Familiarity with Elastic/Kibana, ServiceNow, Power BI, Databricks, SolarWinds, or comparable analytics and visualization platforms.
- Experience with proactive network assurance, predictive analytics, root cause analysis, and continuous improvement.
