About this role

Job Title: Project Engineer / Federal Submittal Coordinator Job Description
This project-based role offers an experienced Project Engineer the opportunity to take full ownership of the submittal process on an active federal construction project that is currently behind on submittal completion. You will work remotely and focus on driving submittal packages from approximately 60% completion to fully compliant, government-ready submissions by coordinating directly with subcontractors, suppliers, and project stakeholders. The position requires deep familiarity with federal construction documentation, strong coordination skills, and the ability to proactively manage submittals to prevent review delays and schedule impacts. This short-term assignment (approximately 13 months) is ideal for a construction professional with general contracting experience who wants to deepen their expertise in federal construction, submittal management, and project engineering while making an immediate impact on a high-profile project.
Responsibilities
- Manage and coordinate the full submittal process for an active federal construction project from partial completion to fully compliant, government-ready submissions.
- Review project specifications, drawings, and contract requirements to identify all required submittals and supporting documentation.
- Develop, maintain, and continuously update submittal logs and tracking systems to monitor status, deadlines, approvals, comments, and resubmissions.
- Work directly with subcontractors, suppliers, and vendors to obtain complete and accurate submittal packages in a timely manner.
- Review shop drawings, product data, certifications, material documentation, and other supporting information for completeness and compliance before government review.
- Identify deficiencies, missing information, and non-compliant items in submittals and coordinate corrections prior to formal submission.
- Manage and coordinate revisions and resubmittals based on government review comments, ensuring timely and accurate responses.
- Actively follow up with subcontractors and suppliers through phone calls and direct communication to drive outstanding submittals to completion rather than relying solely on email.
- Partner closely with project management, field teams, and quality control personnel to prioritize critical-path submittals and support overall project schedule adherence.
- Maintain organized project documentation and ensure robust document control practices throughout the project lifecycle.
- Review specifications and project requirements on a daily basis to determine the documentation needed from each subcontractor and supplier.
- Compile and assemble complete submittal packages for government review, ensuring all required components are included and properly formatted.
- Track approvals, comments, and resubmission requirements to keep all stakeholders informed and ensure nothing falls through the cracks.
- Coordinate with project managers and field teams to align submittal priorities with construction activities and milestones.
- Continuously work to move submittals from partial or incomplete status to fully compliant submissions, recognizing that rejected or delayed packages can significantly impact the project schedule.
Essential Skills
- Minimum of 3 years of experience in a Project Engineer, Construction Coordinator, Document Control, or Submittal Management role.
- Experience supporting federal construction projects and understanding the unique documentation and compliance requirements of government work.
- Demonstrated ability to manage and own the submittal process on the general contracting side.
- Strong understanding of construction submittals, including shop drawings, specifications, product data, and project documentation.
- Ability to read and interpret construction drawings and specifications accurately.
- Proven experience coordinating with subcontractors, suppliers, and vendors to obtain complete and timely documentation.
- Strong organizational skills and advanced document management capabilities.
- Proficiency with Microsoft Office and construction management or document control software.
- Excellent verbal and written communication skills with the ability to hold subcontractors accountable while maintaining professional relationships.
- High level of attention to detail with the ability to identify missing information and compliance issues before submission.
- Comfort working independently in a remote environment while managing multiple submittals and deadlines simultaneously.
Additional Skills & Qualifications
- Prior experience working on federal, government, military, USACE, GSA, NPS, or similar public-sector construction projects.
- Deep understanding that federal submittals require significantly more documentation and attention to detail than traditional commercial projects.
- Proactive, action-oriented approach that includes picking up the phone, following up directly, and driving results rather than passively waiting for responses.
- Comfort managing multiple concurrent submittals, priorities, and deadlines in a fast-paced project environment.
- Strong sense of ownership over processes and outcomes, with a focus on preventing project delays through proactive coordination.
- Interest in deepening experience in federal construction and submittal management with a view toward future growth into larger project management responsibilities.
- Motivation to join a team culture that values accountability, initiative, and proactive problem-solving over simple paperwork processing.
Work Environment
This is a 100% remote, project-based role focused on submittal management and document control for an active federal construction project. You will collaborate virtually with project leadership, field teams, subcontractors, vendors, and government representatives, using construction management and document control software along with standard productivity tools such as Microsoft Office. The environment emphasizes accountability, initiative, and proactive communication, with high visibility across the project team and direct impact on construction schedule and project success. The role offers exposure to federal construction processes, technical and compliance requirements, and the opportunity to build specialized expertise in submittal management and federal contracting workflows.
