Agency/Division Information
The Oklahoma Health Care Authority (OHCA) works to ensure Oklahomans have access to better health and better care. The agency’s core values include passion for purpose, trust and transparency, empowerment and accountability, best-in-class and outcome-driven, and servant leadership. As part of the interview process, candidates may be required to attend an in-person interview at our Oklahoma City office.
Position Purpose
The Senior Director of Professional Services Contracts leads the agency's professional services contracting function, from contract development through closeout. The position ensures contracts comply with state and federal requirements, align with agency priorities, and deliver measurable value for the dollars spent. Success in the role depends on sound business judgment, strong command of contract and procurement practice, and the ability to work across departments, including Finance, Legal, Information Technology, and program areas. The Senior Director leads a team of contracting professionals, uses data and technology, including ServiceNow and emerging AI tools, to improve speed and visibility, and serves as the agency's principal resource on professional services contracting.
Essential Functions May Include:
- Develop and execute a strategic vision for the Professional Services Contracts Division, ensuring alignment with agency-wide goals and with federal and state requirements, including CMS rules and Oklahoma public procurement law.
- Lead the professional services contracting process, including working with business owners to define needs, supporting solicitations and Requests for Proposals (RFPs), evaluating bids, and negotiating contract terms, pricing, and service level agreements (SLAs).
- Review, negotiate, and approve large-value professional services contracts, including very large contracts routed directly to the division, weighing cost, risk, and business impact, and elevate decisions to executive leadership when appropriate.
- Oversee a diverse portfolio of professional services contracts, including actuarial, legal, program integrity, audit, and other specialized consulting, and ensure each is properly classified as professional services or staff augmentation.
- Establish and maintain contract monitoring and performance management practices, including deliverable and invoice verification, milestone tracking, amendments and renewals, post-assessments of completed services, and closeout.
- Maintain real-time visibility into the status of every contract, track completion timeframes, and ensure deadlines for solicitations, amendments, renewals, deliverables, and closeout are met.
- Ensure the agency meets state contract reporting, certification, and documentation requirements, including annual budget contract reporting, subcontractor reporting, and public transparency requirements, and support the agency's contract manager responsibilities under OMES requirements.
- Use ServiceNow to track contract requests, approvals, renewals, deliverables, and performance, and ensure contract data is accurate, current, and ready to report to leadership.
- Evaluate and implement AI-enabled tools that improve contract intake, review, obligation tracking, and reporting, with appropriate human review and in line with state and agency policy.
- Serve as the agency's primary resource on professional services contracting, providing clear guidance to executive leadership and program staff on procurement strategies, risk, and regulatory requirements.
- Lead, mentor, and develop a team of approximately ten contract specialists, managers, and attorneys, working through a supervisor, and foster a culture of excellence, accountability, and continuous improvement.
- Manage the division's budget, ensuring effective resource allocation and fiscal accountability in all contracting activities.
- Build strong working relationships across departments, with vendors, and with oversight bodies such as OMES and CMS, and work closely with Legal on contract language and legal risk.
- Other duties as assigned.
Supervisory Responsibilities: This position manages a team of approximately ten (10) employees, including attorneys, with support from a supervisor.
Knowledge, Skills, Abilities and Competency Requirements
This position requires extensive knowledge of public procurement and professional services contracting, including the state and federal laws, regulations, and policies that govern them, and of Medicaid program requirements. Strong skills in contract development, negotiation, contract and risk analysis, project management, business operations, fiscal management, strategic planning, and vendor performance oversight are essential. The individual must be able to evaluate the financial and operational impact of large contracts, approve them with sound judgment, manage competing priorities, and reduce organizational risk. Working proficiency with ServiceNow or a comparable tracking system, and comfort using AI tools to improve contracting work, are required. Strong project management skills are essential, including the ability to see the status of any contract at a glance, track timeframes, and meet deadlines. Because the role is cross-departmental, the individual must collaborate effectively with executive leadership, Central Purchasing, Finance, Legal, IT, program staff, vendors, and external partners. Strong leadership, communication, problem-solving, and decision-making abilities are required, including the ability to lead a multidisciplinary team that includes attorneys. Key Korn Ferry competencies include Strategic Mindset, Manages Complexity, Ensures Accountability, and Collaborates.

- Demonstrated agency-level experience managing, negotiating, and approving large-value contracts, including professional services contracts.
