Summary

The Associate Vice President (AVP), Value-Based Network Development provides executive leadership for the strategic design and operational expansion of high-performance primary and specialty physician networks for Jackson Health System. The incumbent facilitates the system's transition from volume-driven transactions to coordinated value through the development of the Value Based Enterprise (VBE), Clinically Integrated Network (CIN), and Accountable Care Organization (ACO) aligned support structures. Working within a leadership triad with the AVP, Operations and Value Stream Integration and the AVP, Managed Care, the incumbent aligns core clinical, financial, and data value drivers to reduce risk, expand access, and foster organizational resilience.
Responsibilities

Strategic Collaboration

- Function within a leadership triad to ensure successful execution of the departmental Strategic Playbook.
- Partner with the AVP, Operations and Value Stream Integration on managing population health outside of traditional clinical settings and improving outcomes through community-based programs.
- Partner with the AVP, Managed Care on risk contract models, price unification, and the negotiation of major cyclical agreements.

Network Development: Primary and Specialty Care

- Establish a transformative primary care physician (PCP) network to expand access for underserved and uninsured residents, and develop a high-quality specialty physician network to ensure a comprehensive continuum of care.
- Partner with Federally Qualified Health Centers (FQHCs) and community clinics to expand the primary care footprint across the service area.
- Collaborate with key stakeholders on negotiating physician agreements that optimize system-wide cost-effectiveness and reimbursement efficiency, and on operationalizing the CIN framework to move toward a unified legal and operational infrastructure.

Value-Based Readiness

- Facilitate the phased transition from fee-for-service (FFS) models to value-based outcomes in which reimbursement is tied to quality and health improvement.
- Collaborate with key stakeholders, including management services organization (MSO) partners, on developing new risk contract models, VBE structures, and financial projections to ensure the organization is value ready; this work is developed over time and does not change the administration of existing managed care agreements.
- Promote adherence to evidence-based clinical protocols and shared standards to reduce variation in care patterns across the network, and collaborate on standardizing analytics for real-time performance tracking and evidence-based decision-making.

Operational Leadership and ACO Aligned Support

- Leverage risk stratification modeling to appropriately manage the complex care needs of high-risk populations.
- Implement strategies to reduce avoidable emergency department (ED) utilization and preventable readmissions through community-based pathways and ACO aligned support.
- Collaborate with the Jackson Memorial Foundation to educate donors on the network's impact and prepare data-driven philanthropic proposals.

Leadership and Team Development

- Provide visionary leadership to network development teams by setting strategic goals, mentoring leaders, and fostering a culture of accountability and high performance.
- Lead multi-disciplinary, high-performance teams and collaborate effectively with the C-Suite and Board.

Additional Responsibilities

Perform all other related executive functions and duties as assigned to support the mission and strategic objectives of Jackson Health System.

Experience

- Generally requires 10 or more years of related experience in healthcare strategy, provider network development, and value-based care models, including specific experience with VBE or ACO frameworks.
- Management experience is required.

Education

- Bachelor's degree in Business Administration, Health Services Administration, or related field is required.
- Master's degree in Business Administration, Health Services Administration, or related field is preferred.
