Job Summary
Responsible for RoHS/HSF and material compliance management by identifying applicable regulatory, customer, and management system requirements and translating them into internal controls. Ensure materials, suppliers, products, and compliance documentation consistently meet applicable requirements through material compliance review, testing management, customer-portal submission, supplier compliance management, nonconformity closure, and capability development and on-the-job coaching for the RoHS Technician.
Key Responsibilities
1. Identify and evaluate applicable RoHS, REACH, QC 080000, and customer-specific HSF requirements; assess their impact on materials, suppliers, products, and internal processes; and translate them into internal controls.
2. Maintain QC 080000 and HSF-related standards, specifications, and procedures; communicate updated requirements to Purchasing, Engineering, Quality, Production, and other relevant functions; and monitor implementation of key controls.
3. Review customer HSF specifications, questionnaires, material-compliance requirements, and related agreements; coordinate supporting evidence and ensure accurate, complete, and timely responses.
4. Upload RoHS, REACH, MSDS/SDS, material declarations, third-party test reports, and other HSF documentation to designated customer websites or compliance platforms. Verify part number, material, revision, report validity, and submission status, and address rejected, supplementary, or renewal requests promptly.
5. Participate in HSF reviews for new materials, new suppliers, and material changes; identify hazardous-substance and material-compliance risks; and ensure requirements are addressed before introduction or change implementation.
6. Review supplier material declarations, MSDS/SDS, third-party test reports, and other compliance documents for applicability, completeness, validity, and traceability.
7. Develop the annual HSF testing plan and rules for third-party report applicability. Be familiar with the external third-party testing process, including confirmation of test items, laboratory selection, preparation of application documents, sample verification and submission, report review, and communication of abnormal results. Understand applicable laboratory standards and test methods for RoHS, halogen, REACH, and customer-specific substances, and monitor testing, retesting, and report renewal to ensure customer-specific frequencies and internal plans are fulfilled.
8. Coordinate conflict-minerals and other material-compliance surveys, verify supply-chain information, maintain records, and complete customer submissions as required.
9. Lead investigations of HSF nonconformities or potential violations, including scope identification, risk assessment, containment, root-cause analysis, corrective action, and effectiveness verification.
10. Review supplier HSF documentation and compliance performance, identify high-risk suppliers, documentation gaps, or recurring issues, and drive corrective improvement.
11. Support customer HSF audits, QC 080000 audits, and other compliance assessments by preparing documentation and objective evidence, coordinating audit responses, and tracking findings to closure.
12. Develop annual or phased capability-development plans for the RoHS Technician and provide training and assessment on customer-portal submission, document verification, sampling and third-party testing, report-validity control, record maintenance, and issue escalation.
13. Provide day-to-day coaching to the RoHS Technician, review critical documents and submission results, correct process deviations, and track work quality and capability improvement so assigned tasks can be completed independently and accurately within the authorized scope.
14. Maintain controlled and traceable HSF records, including customer specifications, test reports, MSDS/SDS, material declarations, agreements, review records, portal-submission records, and training records.
15. Understand and effectively implement applicable management system and safety requirements in regulatory identification, material compliance, customer submission, employee coaching, and daily work.

· Experience with customer compliance platforms, supplier material compliance, third-party testing management, or QC 080000 maintenance is preferred.
Required Competencies
· Ability to interpret and apply RoHS, REACH, and QC 080000 requirements and translate them into internal controls.
· Ability to independently review material declarations, MSDS/SDS, and third-party test reports and identify missing, expired, or inconsistent information; familiarity with external third-party testing workflows and applicable laboratory standards, sample requirements, and test methods for RoHS, halogen, REACH, and customer-specific substances.
· Ability to complete document upload, status maintenance, rejection handling, and revision updates on customer portals or compliance platforms.
· Ability to lead HSF investigations, risk assessments, corrective actions, and effectiveness verification.
