## Project Overview:

The North Macedonia Motorway Project is of significant national importance, and the Government of North Macedonia is entrusting the joint venture to fast track the development and construction of these strategic motorways which will form part of the Pan-European Corridors IIIV and Xd, which will enhance North Macedonia’s transport connections with neighbouring countries and support economic and social development.

These four new sections of motorway will continue Bechtel’s legacy in delivering successful motorways in the Balkan region. The North Macedonia motorway consists of two sections in the west heading south from the capital Skopje and running parallel to the Sharr mountains, one section passing through the UNESCO natural world heritage site around Lake Ohrid (one of Europe’s deepest and oldest lakes), with the fourth section in the South of the country close to the border with Greece which will enhance connectivity between the cities of Bitola and Prilep.

## Job Summary:

The Field Quality Control Engineer will oversee and coordinate the activities of QA/QC Inspectors, monitor contractors’ quality performance, and ensure compliance with project quality standards, specifications, and procedures.  They will Implement and manage quality control functions/ activities of all construction inspection and testing services including quality control inspection schedules and the collection of quality records to ensure the project is constructed in accordance with the established standards.  They will manage the quality and workmanship of day-to-day construction activities, knowledge of all aspects of engineering and construction relating to Civil, Architectural, Structural, Mechanical and Electrical discipline interfacing the multidisciplinary processes.  The position will fully understand the quality requirements for the product or service and focuses on defect prevention activities.

## Major Responsibilities:

- Accountable for the quality and workmanship of every activity, precise knowledge of all aspects of engineering construction relating to Civil, Architectural and Structural discipline interfacing the multidisciplinary processes.
- Work closely with QC team in reviewing requirements for processes or products for contractors/suppliers to coordinate development, validation & monitoring of ITPs (Inspection & Test Plan) and subcontractors QC plans to ensure compliance with the Construction Quality Program.
- Develop, review and improve quality control procedures from start to finish, including coordination, review and monitoring of third-party inspections and material testing including all non-destructive testing, certificates, calibration, test results, inspection requests, Non-Conformance reports (NCRs) and site instruction/observations, permanent materials delivered, and other important QA/QC documents.
- Provide QC/Inspection reports that reinforce activities that are being constructed/manufactured/fabricated in conformance with each specific project's established standard and constructively confronts non-conformances to produce the desired outcome in a timely manner.
- Coordinate with the Project manager /Site construction manager on all quality issues and provide inputs in the QA/QC site weekly meetings.
- Coordinate with quality inspections with all the site sub-contractors and vendors coordinate all non-destructive testing on site.
- Organize relevant Quality/Inspection trainings to increase the knowledge of QC in all phases of the Engineering and Construction phases.
- Ensuring legal obligations are followed and are in compliance with regulatory bodies and ES&H guidelines.

## Education and Experience Requirements:

- Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience​.

## Required Knowledge and Skills:

- Certified as a quality professional from certifying bodies, as a minimum successful completion of an ISO 9001 Lead Auditor Course. (required) with QC experience and certifications will be considered.
- Applicable certification in Quality, e.g., Six Sigma (Yellow/Green Belt), Certified Quality Engineer (CQE) (advantage).
- Required to have a thorough knowledge and understanding of all aspects of construction Project including Civil works (horizontal and vertical construction, highways, bridges, Hotels, Schools, shopping malls etc.),
- Required to have a detailed and thorough knowledge and understanding of how to read and comprehend construction drawings, engineering reports, and materials specifications.
- Experience on supporting project quality audits, inspections, and compliance activities on large-scale construction projects.
- Consistently demonstrates a strong leadership interpersonal, communication and influencing skills.
- Ability to communicate effectively, both verbally and in writing, with non-technical and technical staff at various levels of the organization.
- Able to define and prioritize issues and then solve the problems through networking with other team members or external sources.
- Innovative, with an eye for identifying opportunities to reduce costs & challenge the status quo.
- Knowledge of a wide range of construction materials, methods, and techniques
- Extensive proven experience in the construction site/field Quality Management with substantial international site experience from Civil background
