About this role

The Fire Protection & Emergency Response Manager owns fire protection, life safety, and on-site fire and medical emergency response at the Fremont Factory and other Bay Area locations. This role develops and manages comprehensive fire and life safety systems, oversees their installation, and leads an organized industrial fire brigade responsible for on-site response to fire, medical, and related industrial emergencies.

The Manager partners with operations, EPC, EHS, medical, security, construction, and local fire/EMS agencies to ensure protection systems, emergency procedures, and response capability function as an integrated program in a high-hazard manufacturing environment. Fire Prevention and Fire Response Associate Managers report to this role, enabling specialized focus across prevention, response, and program leadership.

This role demands dual expertise. The successful candidate must have proven leadership experience in both industrial fire prevention and emergency response—not one or the other—and is prepared to own both responsibilities fully in this role.

- Oversee fire protection and life safety systems at the Fremont Factory and other assigned Bay Area sites, including detection, alarm, suppression, and related equipment; own inspection, testing, maintenance, and operation while maintaining required documentation and regulatory filings
- Lead and coordinate on-site fire and medical emergency response, including incident command, scene size-up, patient care handoff, mutual aid with local fire departments and EMS agencies, and recovery until operations resume
- Build and maintain the industrial fire brigade in accordance with NFPA 600 Section 4.2, including organizational statement, lines of authority, staffing, response capabilities, training, SOPs, and member proficiency; coordinate with the Authority Having Jurisdiction (AHJ) to maintain required authorizations, approvals, and code-compliance requirements
- Develop, drill, and continuously improve emergency action plans for industrial hazards such as fire, smoke, medical emergencies, chemical release, high voltage, battery/thermal events, and confined space incidents; identify, track, and help mitigate life safety and emergency-response gaps
- Manage fire protection contractors and interface with local fire agencies, on-site emergency responders, medical staff, and security; provide fire protection and emergency-response input to new project design and construction teams to ensure systems, access, and medical/fire staging are built in from the start
- Evaluate hazardous materials inventories, quantities, storage locations, and applicable maximum allowable quantities (MAQs); develop and maintain hazardous materials emergency response plans; collaborate with EHS to support CERS entries, HMBP updates, and Unified Program compliance
- Support training, drills, organizational development of the industrial response workforce, budget management, and process controls that keep systems and response capability inspection-ready while solving operational problems with practical, code-compliant solutions

- 7+ years of relevant experience leading both industrial fire prevention (systems, inspection/testing/maintenance/operation, code, AHJ coordination) and fire/EMS or industrial fire brigade emergency response in a high-hazard manufacturing or comparable setting, plus a bachelor's degree or equivalent combination of education and experience in Fire Engineering or Fire Science; ProBoard/IFSAC/DoD or equivalent certifications preferred (Fire Inspector, Fire Officer IV, Plan Reviewer, Hazardous Materials Technician)
- Experience leading or coordinating fire and medical emergency response, including incident command, mutual aid, patient care support, after-action improvement, and after-hours response in an industrial manufacturing environment
- Working knowledge of fire and life safety systems (detection, alarm, suppression, hazmat) and NFPA/IFC/OSHA requirements applicable to industrial occupancies, including NFPA 600 industrial fire brigade organization and administration
- Strong background in fire prevention, Certified Unified Program Agency (CUPA) programs, and environmental services, including regulatory compliance, agency coordination, and hazardous materials emergency response planning
- Demonstrated ability to evaluate hazardous materials inventories and develop compliant emergency response plans in partnership with EHS; support CERS, HMBP, fire-code, and Unified Program compliance
- Demonstrated leadership in organizational development and leading a diverse workforce, with ability to work in a team environment, operate as a change agent, develop and manage operating budgets and capital plans, and analyze operational results to build effective process controls
- Strong verbal and written communication skills with ability to brief operations and EPC leaders, present formally, and work effectively across operations, EPC, EHS, medical, security, facilities, and construction; fire officer, industrial fire brigade, EMT/paramedic, or equivalent emergency medical response credential preferred
