Description

Galileo Services Implementation Lead in the Galileo System Engineering Unit, Galileo System Engineering Service, Galileo Programme Office, Galileo and EGNOS Programme Department, Directorate of Resilience, Navigation and Connectivity.

Galileo is Europe’s own global navigation satellite system providing a highly accurate, guaranteed global positioning service under civilian control. It is already the world’s most precise satellite navigation system with a base of more than 4 billion users.

The Galileo System Engineering Unit oversees the definition and specification of the Galileo system releases, known as system builds, which respond to growing mission needs in terms of positioning accuracy, availability, integrity, assurance, robustness, and emergency response. This encompasses the definition of the new Galileo Second Generation satellites (with the first batch under development), the updates of the current Galileo First Generation fleet, the necessary updates to the ground segment, coordination with service facilities and with external entities, and the management of the planning and delivery of the system builds to the EU as the owner and service provider.

You will be responsible for the capture and implementation of stakeholders’ service provision requirements in the Galileo system, the Galileo project’s contribution to the service roadmaps, service KPIs and their measurement. You will establish and coordinate activities within the programme and with industrial consortiums and liaise with entities within and outside the Agency in the performance of your duties.

You will interact with a very talented group of engineers in the Systems Engineering Unit and in the Galileo project as a whole.

Duties

Your tasks and responsibilities will include the following:

- leading the definition of the Galileo system roadmap, defining capabilities for each system build, contributing to the alignment between the Galileo system roadmap and the programme and service roadmaps for Galileo, and maintaining the statement of compliance with the service provision requirements throughout the Galileo lifecycle;

- representing ESA as design and/or qualification authority vis-à-vis the European Union and its agencies (Commission/EUSPA) and Member States for the capture and implementation of GNSS service provision requirements, in direct coordination with all stakeholders, delegated from the Galileo Programme Office;

- leading the identification and description of new user segment use cases, validating the completion of the Galileo System specification from a service provision point of view, and proposing updates when relevant;

- managing the weekly interactions with Commission/EUSPA/Member States with respect to the design of the different system builds and the associated commitment in terms of statements of compliance with Galileo services;

- contributing to the definition of the Galileo system requirements, the system architecture and operations concept in line with the service provision requirements and the Galileo system roadmap;

- contributing to the System Assembly, Integration and Verification Plan and its implementation in the area of user performance/service verification and validation;

- contributing to the investigation and closure of ARs and NCRs related to your area of expertise throughout the entire Galileo lifecycle;

- contributing to, and leading when required, the definition and implementation of studies, tools and testbeds to demonstrate, prototype and validate user performance for identified and new use cases;

- coordinating with the Space Segment, Ground Segment and the System Security teams, the System Assembly, Integration and Verification and the PA and Safety teams, the Project Office, the Management Support Office and industry to ensure the proper implementation of the Galileo system roadmap;

- ensuring that ESA's role as Galileo design authority and system development prime contractor is maintained throughout;

- representing ESA vis-à-vis the European Union, EU Member States, international authorities and bodies, for example in mission consolidation reviews, service reviews and working groups;

- ensuring technical synergy and coordination with other EU and ESA PNT programmes;

- identifying lessons learned and contributing to the knowledge management initiatives in the Directorate.
