About this role
Description
The Central Operations Strategy organization is seeking a Sr. Program Manager to own weather and incident response strategy for our last-mile delivery network. Weather is one of the largest drivers of unplanned variability in our operations, and this role owns the mechanisms that determine how we respond to it: how much capacity we protect, how much volume we accept, and how quickly we recover when conditions differ from what was forecast.
This role sits at the intersection of operations strategy and data. The Sr. Program Manager will build and own the reporting and analysis that show how weather affects delivery performance, translate weather forecasts into clear capacity recommendations, and measure whether those recommendations improved outcomes. They will partner closely with our central response team, meteorologists, and business stakeholders to land the right balance between volume and delivery quality for every event, and to improve the quality of the inputs driving those decisions over time.
The role requires strong program ownership and comfort making decisions with imperfect information. The ideal candidate can dig into the data to find the answer, then turn it into a clear recommendation and a durable process that operations teams can run every day.
Key job responsibilities
- Own the framework that measures how weather affects delivery quality and capacity, and the recurring reporting built on it
- Build and maintain the models and analysis that turn weather forecasts into capacity and volume recommendations grounded in historical performance
- Measure forecast accuracy and recommendation effectiveness, and drive improvements from what you find
- Partner with our central response team to improve response playbooks, escalation paths, and recovery actions for planned and unplanned events
- Partner with meteorologists to improve forecasting, feeding operational outcomes back into how forecasts are built
- Own the volume-versus-quality trade-off recommendation, sizing the cost of both over-reacting and under-reacting
- Build the tools and processes that let this program scale across the network
- Influence investment priorities through data-driven business cases, and drive alignment across operations, planning, finance, and technology partners
- Communicate strategy, risks, and trade-offs to senior leadership
Demonstrated Competencies
- Strong analytical skills and the ability to work independently with large data sets; SQL and - Python preferred
- High judgment with incomplete information
- Track record of building programs or reporting capabilities from scratch
- Willingness to go deep in an unfamiliar, technically complex domain and become the expert others rely on
- Proven ability to build consensus and drive decisions across large, diverse stakeholder groups
- Ability to simplify complexity for senior audiences
- Confidence in ambiguous, fast-moving environments
A day in the life
You start by reviewing how the network performed against recent weather events, and where results missed, working backwards to whether the fix belongs in the forecast, the recommendation, or execution. You spend part of the day in the data, refining the analysis behind our capacity recommendations and quantifying trade-offs. You partner with the central response team to prepare for upcoming events and with meteorologists to review where forecasts diverged from outcomes. The rest of your time goes to building mechanisms rather than reacting: better reporting, less manual work, and the documents that take your recommendations to senior leadership.

About the team
Central Operations Strategy owns the centralization strategy for order recovery, capacity management, and incident response across our last-mile delivery businesses. We centralize work that cannot scale at the site level, build automation to remove manual operational burden, and support the network through everything from new site launches to major disruptions. On the weather side, we measure how weather affects delivery performance, translate forecasts into capacity recommendations, and partner with meteorologists to improve forecast accuracy over time. We are a small team with broad ownership and the freedom to build what the network needs.
Basic Qualifications
- 5+ years of program or project management experience
- Experience owning program strategy, end to end delivery, and communicating results to senior leadership
- Experience using data and metrics to determine and drive improvements
- Bachelor's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field
Preferred Qualifications
- Master's degree, or MBA in supply chain, business, engineering, finance or related technical or quantitative field
- Experience using generative AI tools to accelerate program work — for example, building analysis and reporting prototypes, automating recurring manual tasks, or synthesizing large volumes of operational data into insights and written recommendations.
