About this role
Job Title: Transmission Line Construction Manager Job Description The Transmission Line Construction Manager oversees the successful delivery of transmission line construction projects from the field level, acting as the key link between site activities and the project management team. This role serves as the on-site quarterback, spending significant time on project coordination, documentation, and reporting while maintaining strong engagement with field operations. The Construction Manager ensures that safety, quality, schedule, and environmental requirements are consistently met and that all stakeholders work together to deliver a high-quality project with zero injuries. Responsibilities
- Lead field-level execution of transmission line construction projects and take ownership of project success from a construction perspective.
- Serve as the bridge between the field and the Project Manager, ensuring clear, timely, and accurate communication of project status and issues.
- Review and fully understand all contract documents, permits, road use agreements, crossing agreements, haul routes, drawings, materials, schedules, QA/QC requirements, and submittals to engineering.
- Read, understand, and enforce the contractor safety plan, using it as the primary document for managing safety performance on site.
- Conduct or participate in project kickoff meetings to clearly communicate expectations to contractors and internal teams.
- Lead and support site-specific orientations, including site safety orientation and site-specific safety plan reviews, ensuring all team members understand project requirements.
- Complete safety assessments and CILs in Unifier and ensure safety documentation is accurate, timely, and integrated into weekly reporting.
- Collect, verify, and maintain all project documentation, including QA/QC records in Unifier and site photos, and incorporate this information into weekly construction management reports.
- Develop and maintain a professional working relationship with contractors while holding them accountable to safety, quality, schedule, and environmental expectations.
- Remain actively engaged in the project by regularly reviewing specifications and drawings, monitoring work in the field, and minimizing rework that increases safety risk.
- Understand and track the project schedule, including C1 and contractor P-6 schedules, to ensure alignment with milestones and critical path activities.
- Track construction progress, review and approve CSU documentation, and maintain an accurate project tracking spreadsheet.
- Monitor environmental constraints before and during work activities, ensuring compliance with SWPPP and other environmental requirements.
- Stay directly involved in outage and crossing coordination activities and do not delegate these responsibilities solely to the contractor.
- Ensure that both the owner and the contractor work collaboratively to achieve zero injuries and deliver a high-quality project on schedule.
- Collect independent project data rather than relying solely on contractor-provided information, ensuring accuracy and reliability of all reports.
- Prepare and submit detailed, 100% accurate reports that can be used by leadership and may support change order and dispute resolution processes.
- Manage and coordinate the internal project team to gather all necessary information required for accurate reporting and documentation.
- Communicate effectively with the Project Manager, providing clear context when requesting assistance or support.
- Submit all required reports and documentation by the established weekly deadline, typically by end of day on Fridays in project time.
- Utilize environmental team resources to conduct third-party audits of contractors, obtain environmental information, and maintain environmental compliance.
- Coordinate communication between environmental specialists and contractors through the Construction Manager, ensuring environmental staff do not directly manage crews.
- Work with ISC/expeditor and material managers to oversee material delivery schedules, locate missing materials, and collaborate with vendors to improve shipping dates.
- Engage with the safety team to leverage their expertise, enhance safety performance through conversations and CILs, and involve them when contractors do not adhere to safety rules.
- Consult subject matter experts in civil, structural, construction, electrical, and other disciplines to solve technical and construction-related challenges.
- Utilize land agents for planning, managing difficult landowner interactions, and obtaining information about landowners and land agreements, while ensuring all communication with contractors flows through the Construction Manager.
- Perform additional construction management tasks as needed to support project delivery, team performance, and overall success of the transmission line program.
Essential Skills
- Proven construction management experience in transmission line or related utility construction projects.
- Strong ability to read, interpret, and apply contract documents, safety plans, permits, agreements, drawings, and technical specifications.
- Demonstrated expertise in field safety management, including implementing contractor safety plans and conducting safety assessments and CILs.
- Solid understanding of project scheduling tools and practices, including working with C1 schedules and contractor P-6 schedules.
- Experience in tracking construction progress, managing CSUs, and maintaining accurate project tracking spreadsheets.
- Proficiency in documentation and reporting, including preparing detailed weekly reports for leadership and supporting change order disputes.
- Ability to use QA/QC systems such as Unifier for quality control documentation and safety-related reporting.
- Strong communication skills to serve as the primary liaison between the field, project management, contractors, environmental teams, safety teams, SMEs, and land agents.
- Capability to manage and coordinate cross-functional resources, including environmental specialists, material managers, safety professionals, subject matter experts, and land agents.
- Commitment to achieving zero injuries, maintaining high-quality standards, and meeting schedule requirements on complex construction projects.
Additional Skills & Qualifications
- Experience in transmission line construction, utility construction, or large-scale infrastructure projects.
- Experience working with SWPPP and other environmental compliance requirements on construction sites.
- Familiarity with outage and crossing coordination in utility or transmission environments.
- Comfort with using project management and reporting tools, including photo documentation and digital tracking systems.
- Ability to build strong working relationships with contractors while maintaining clear expectations and accountability.
- Experience collaborating with multidisciplinary teams, including civil, structural, construction, and electrical subject matter experts.
- Strong problem-solving skills and the ability to use expert resources effectively to resolve technical and logistical issues.
- Interest in supporting long-term growth within a transmission line department over a multi-year horizon.
