The Pennsylvania Turnpike Commission, opened on October 1, 1940, is known as “America’s First Superhighway”! Our mission is to operate a safe, reliable, customer-valued toll road system that supports national mobility and commerce. The PTC operates a 565-mile system with over 205 million transactions annually. Together, we are building the highway of the future.
About This Position
Help ensure the systems behind every toll transaction perform exactly as they should.
The Pennsylvania Turnpike Commission is looking for a Toll Systems Specialist with a strong Quality Assurance focus to support the technology that keeps our tolling operations moving. This position sits at the intersection of technology, data, operations, and quality. You’ll work throughout the System Development Life Cycle (SDLC) — reviewing requirements, developing and executing testing strategies, validating system functionality, analyzing transaction and performance data, investigating defects, and helping ensure new or enhanced tolling systems are ready for real-world operation.
If you have a sharp eye for detail, enjoy digging into complex systems, and are the type of person who wants to know why something happened — not just that it happened — this role offers the opportunity to make a direct impact on a large-scale, mission-critical tolling environment. Our tolling environment combines software, databases, transaction processing, system interfaces, hardware, field equipment, vendors, and live operations. You'll have the opportunity to follow a system or enhancement from requirements through implementation and see firsthand how your testing and analysis translate into operational performance. You'll also be working beyond simple pass/fail testing. The QA-focused version of this role emphasizes requirements traceability, defect management, corrective-action validation, quality metrics, continuous improvement, and formal system acceptance.
What You’ll Do
- Lead quality assurance activities throughout the SDLC, from requirements and design through testing, deployment, and post-implementation validation.
- Develop and execute test plans, test cases, test scripts, acceptance criteria, and validation procedures designed to ensure toll systems meet established business, technical, operational, and performance requirements.
- Coordinate and perform functional, integration, regression, system, performance, and user acceptance testing across toll collection systems, interfaces, software, equipment, and related technology.
- Analyze transaction data, system reports, logs, images, and other technical information to identify anomalies, discrepancies, defects, and performance concerns.
- Use database queries and other analytical tools to validate transaction accuracy, data completeness, processing results, system interfaces, and business rules.
- Investigate and track system defects, participate in root-cause analysis, and verify corrective actions before issues are considered resolved.
- Audit and monitor toll system performance, identify recurring trends or quality concerns, and recommend opportunities for improvement.
- Participate in system deployment, commissioning, field validation, implementation testing, and post-deployment monitoring to confirm systems operate as intended.
- Work closely with vendors, consultants, contractors, system integrators, and internal stakeholders to coordinate testing and ensure solutions meet contractual, technical, and quality requirements.
- Review technical documentation, specifications, change requests, testing results, and acceptance requirements to make sure quality is built into projects — not added at the end.
- Develop reports, dashboards, charts, and other data visualizations to communicate QA results, performance trends, and areas of concern.
- Provide technical guidance, troubleshooting support, and training to stakeholders.
Tolling is a live operational environment, this role may also participate in after-hours or on-call support for significant toll system events and investigations.
