About this role
Title:
Area Authority Delegate – Wells
Role Purpose
The Wells AAD is a mobile Control of Work focal point for workover rigs and well services activities. The role focuses on forward planning and work readiness, connecting Wells schedules with station permit and isolation preparation to reduce avoidable non productive time while ensuring compliant execution and responsive support for emergent work.
Scope and Authority
This is a roving Wells-facing role, not a routine degassing-station operations position. The Wells AAD coordinates with station teams but does not replace the Site Controller, station Area Authority or Isolating Authority, or independently authorise station isolations. Formal AA or permit decision rights apply only where the individual has been specifically appointed and authorised under ROO CoW requirements.
Lookahead, planning and readiness
• Engage routinely with Workover and Well Services Superintendents, Coordinators and planning personnel to review upcoming jobs, rig movements and rolling lookahead schedules.
• Identify upcoming Control of Work requirements early, including permits, HITRAs, isolation plans, certificates, SIMOPS interfaces, site access and prerequisite approvals.
• Coordinate with relevant stations, Site Controllers, Area Authorities and isolation teams to confirm that permit and isolation preparations are progressing in advance of workover rig or well services arrival.
• Maintain a visible readiness / action tracker for upcoming work; follow up gaps, escalate blockers promptly and flag likely NPT exposure before mobilisation.
• Support rapid reprioritisation for production-critical and emergent well services jobs without bypassing risk assessment, permit or isolation requirements.
Mobile field execution and worksite verification
• Travel between workover rig and well services locations as operational priorities require, including well services activities, to provide on-the-ground CoW support.
• Before work starts, verify that the planned scope matches the permit and HITRA; review changes in location, equipment, hazards or simultaneous activities with the relevant authorities.
• Coordinate on location with the Workover Supervisor/WSL or Well Services Supervisor, Performing Authority and station team to resolve CoW questions and readiness issues.
• Approving the HITRA’s and drafting isolations and field application of the associated ICC’s as required for upcoming well activities.
• Participate in worksite visits, pre-job discussions, toolbox talks and field verification; intervene and escalate if conditions or work scope exceed the approved controls.
• Help secure timely permit amendments, revalidation or additional isolations where scope or conditions change, using the proper authorisation route.
Coaching, assurance and improvement
• Coach Wells and station personnel on clear work scopes, fit-for-purpose HITRAs, permit quality, isolation interfaces and SIMOPS during well interventions.
• Check WorkSafe permit status and supporting documentation, challenge incomplete submissions and support responsible personnel to correct them.
• Record root causes and trends in permit/isolation delays, share lessons with Wells and CoW leadership and propose practical improvements to the lookahead and readiness process.
• Support agreed competency verification, field audits and CoW assurance activities, including checks that completed work is closed and handed back through the accountable authority.
Key working interfaces
• Workover and Well Services Superintendents and Coordinators: lookahead, priorities, mobilisation sequencing and emergent jobs.
• Workover Supervisor / WSL and Well Services Supervisor: work scope, location readiness, toolbox talks and changed conditions during execution.
• Site Controller, station AA, Operations Advisor, Isolating Authority and relevant electrical authority: permit preparation, isolation readiness and operational interfaces.
• Performing Authorities and contractors: permit/HITRA quality, pre-job verification and compliance.
• CoW Team Leader and Specialist: obstacles, NPT trends, assurance findings and continuous improvement.
Experience, qualifications and skills
• At least five years of relevant hydrocarbon operations and/or Control of Work experience, with practical knowledge of PTW, HITRA, energy isolation and SIMOPS.
• Working knowledge of well intervention, workover and well services activities, particularly slickline, e-line and rig mobilisation interfaces, is strongly preferred. • Previous experience as an Area Authority, Site Controller or CoW practitioner/coach is desirable; demonstrated ability to operate within defined delegated authority.
• Strong communication, coordination, coaching and influencing skills, with the confidence to challenge unsafe or inadequately prepared work.
• Ability to work independently, prioritise competing demands and use WorkSafe and associated digital systems effectively.
• Relevant HSE/technical qualification or equivalent applicable experience; Arabic and English communication skills appropriate for the position.
Performance measures
•Percentage of planned Wells activities confirmed permit/isolation-ready before planned mobilisation.
• Permit- and isolation-related NPT trends for workover and well services activities.
• Timely closure/escalation of readiness actions and responsiveness to emergent work.
• Quality of worksite scope verification, coaching, documented learning and CoW compliance
Systems and standards
Competent use of WorkSafe and relevant ROO CoW procedures, including HITRA, permit-to-work, energy isolation and SIMOPS requirements. Use Maximo, ShareCat, SharePoint, GIS and drawing mark-up tools where needed for the assigned work.
