About this role

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is one of the world's largest international humanitarian non-governmental organizations (INGO), at work in more than 40 countries and 29 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. A force for humanity, IRC employees deliver lasting impact by restoring safety, dignity and hope to millions. If you're a solutions-driven, passionate change-maker, come join us in positively impacting the lives of millions of people world-wide for a better future.

Following the escalation of the war in Ukraine in 2022, The Health Cluster progressively adapted its coordination architecture from a nationwide approach to a more focused model covering 10 conflict-affected oblasts by 2026. To enhance operational relevance and proximity to affected populations, sub-national coordination capacities were strengthened across eastern, northern, and southern Ukraine, enabling closer engagement with frontline health actors, local health authorities, and affected communities. This approach is aligned with the broader humanitarian coordination structure led by OCHA through its operational hubs in Kharkiv, Dnipro, and Mykolaiv, including Area-Based Coordination (ABC) and Humanitarian Operations Coordination Group (HOCG) mechanisms. The decentralized coordination model supports a more predictable, accountable, and needs-based health response by ensuring that partner interventions are guided by operational realities, aligned with the Health Cluster strategy, and responsive to barriers affecting access to healthcare, particularly for vulnerable and displaced populations. Given the continued pressure on the health system and persistent humanitarian needs, sustained Cluster coordination remains critical to guiding the implementation, monitoring, and adaptation of health responses while ensuring that beneficiary feedback informs programming and decision-making.

The engagement of a sub-national co-coordinator through IRC is aimed at improving ownership of the operational response by partners and local authorities and have a meaningful involvement in co-leading an effective humanitarian response which is adapted to the local context and implemented in strong collaboration with local communities and other stakeholders.

This position will be based in Kharkiv, with occasional travel across Ukraine, as necessary.

This position is open to Ukrainian nationals only. The monthly salary is UAH 120,000 gross.
