About this role
We Do Consulting Differently
The Policy Analyst position is a staff consulting position within Berkeley Research Group’s Healthcare Transactions and Strategy (HTS) practice.
HTS provides healthcare policy, regulatory, reimbursement, and data analytics advisory services to healthcare organizations, investors, and other stakeholders. This position will primarily support Washington, DC–based policy teams, using research and quantitative analysis to inform policy development, evaluate policy proposals, and assess their implications for healthcare stakeholders.
We are seeking a highly motivated problem solver who combines an understanding of healthcare policy with strong quantitative and research skills. The successful candidate will translate complex policy and business questions into practical research and analysis plans, interpret findings, and develop clear recommendations for clients.
The role involves both qualitative and quantitative work, with a particular focus on Medicare, Medicaid, and healthcare reimbursement. Assignments may include developing and evaluating policy options, modeling the effects of proposed legislative and regulatory changes, and analyzing healthcare claims and public data to inform policy recommendations. The analyst will work closely with policy experts and data analytics colleagues to translate complex findings into clear, evidence-based guidance for clients.
Job Responsibilities
- Research and interpret federal and state healthcare legislation, regulations, payment policies, and program guidance, and assess their implications for clients.
- Support policy development by identifying and evaluating policy options, testing key assumptions, and developing evidence-based recommendations.
- Define the evidence needed to evaluate a policy proposal, select appropriate datasets and methods, and assess effects on spending, utilization, access, and affected stakeholders.
- Develop specifications for the data analytics team that explain the policy question, study population, measures, comparison groups, and assumptions; work with analysts to resolve methodological questions and interpret results.
- Conduct analyses that quantify the impact of policy and reimbursement changes on healthcare organizations, patient populations, and government spending.
- Develop Excel-based models to evaluate payment methodologies, estimate financial impacts, and compare policy scenarios.
- Validate results against source materials, published benchmarks, and expected payment or utilization patterns; investigate discrepancies and document limitations.
- Assess what the evidence supports, identify trade-offs among policy options, and explain how findings should inform a client’s policy position or next steps.
- Prepare client-ready PowerPoint presentations, written summaries, tables, and data visualizations, and present findings to internal teams and clients.
- Take ownership of assigned work streams, establish priorities with project leaders, and flag methodological or delivery issues before they affect the engagement.
- Contribute to proposals, scopes of work, policy research, and the development of new analytical approaches and tools.
Qualifications
- A bachelor’s degree in public policy, public health, economics, healthcare management, statistics, mathematics, business, or a related field is required. A relevant graduate degree is preferred.
- A minimum of four years of relevant experience in healthcare consulting, policy research, government, a healthcare organization, or a comparable analytical setting.
- Demonstrated experience conducting quantitative research or data analysis to address healthcare policy, reimbursement, or business questions.
- Working knowledge of Medicare and/or Medicaid, including how coverage, payment, and program requirements affect healthcare providers, payers, and beneficiaries.
- Knowledge of Medicare and Medicaid research claims data, including their structure, appropriate uses, and limitations for healthcare policy, reimbursement, and utilization analyses.
- Experience interpreting healthcare regulations, payment methodologies, or other technical policy materials and explaining their practical implications.
- Experience supporting healthcare policy development or evaluating legislative and regulatory proposals is preferred.
Required Skills
- Strong quantitative, analytical, research, and problem-solving skills, including the ability to identify and question assumptions.
- Strong proficiency in Microsoft Excel, including building and reviewing analytical models, and proficiency in PowerPoint and Word.
- Ability to develop clear analysis specifications and work effectively with technical colleagues. Experience using SAS, SQL, R, Stata, or comparable analytical tools is preferred.
- Ability to synthesize policy research and analytical results into concise, practical findings for audiences with different levels of technical knowledge.
- Strong written, verbal, and presentation skills.
- Commitment to accurate, well-supported work, with careful attention to detail and documentation.
- Ability to manage competing priorities, work independently with appropriate guidance, and exercise judgment about when to seek input from project leaders.
- Intellectual curiosity, sound judgment, and a desire to work collaboratively across policy and analytics teams.
