About this role

Always there. Anywhere . That’s us! A team committed to delivering inspired solutions for a better world. We care for our communities and each other, and we are committed to showing up for those who need us. We value and encourage diversity, and we have the courage to do the right thing, even when it’s hard.

We are seeking an Estimator to support our workforce accommodation and camp services business. In this role, you will develop accurate, competitive, and commercially sound estimates for opportunities across ATCO’s operations. Working closely with Camp Services Operations, Sales, Business Development, Supply Chain, Proposals, Finance, Commercial, Indigenous Relations, and the broader Structures team, you will translate client requirements and operating assumptions into comprehensive cost models, pricing schedules, and commercial submissions. You will support opportunities through every stage of the estimating process from early-stage ROM and budgetary estimates to competitive RFP submissions, clarifications, negotiations, and final pricing. Success in this role requires strong financial modelling skills and a practical understanding of remote and industrial workforce camp operations.

This is a full-time, permanent, in-office position based in Calgary, AB, reporting to the Senior Manager, Project Development.

Job Responsibilities:

- Develop detailed cost estimates and pricing models for Camp Services, including catering, housekeeping, front desk, maintenance, laundry, transportation, utilities, waste and wastewater services, mobilization, equipment, supplies and subcontracted services.
- Build operating and staffing models based on camp size, occupancy, service levels, operating periods, workforce rotations, hours of work and client requirements.
- Develop pricing structures incorporating fixed and variable costs, resident-day rates, lump-sum pricing, reimbursable costs and cost-plus models.
- Analyze key cost drivers and perform scenario and sensitivity analysis related to labour, food, occupancy, logistics, service frequency and other operating requirements.
- Lead pricing activities for assigned pursuits, from ROM and budgetary estimates through to firm pricing submissions, client pricing schedules and commercial exhibits.
- Review RFPs, scopes of work, addenda and client requirements to identify estimating inputs, commercial considerations, scope gaps and pricing risks.
- Partner with Camp Services Operations and subject-matter experts to validate staffing levels, service frequencies, equipment, rotations and operating assumptions.
- Develop and maintain clear pricing assumptions, qualifications and exclusions, considering factors such as labour and union requirements, escalation, commodity exposure, remote logistics, mobilization, utilities and project duration.
- Coordinate integrated pricing for opportunities that combine workforce accommodation assets with Camp Services, ensuring alignment across Structures, Operations and commercial teams.
- Prepare pricing recommendations and supporting analysis for leadership and bid reviews.
- Maintain and continuously improve estimating tools, cost libraries, historical benchmarks and standardized pricing templates.
- Champion safe work practices and ensure estimates and proposed solutions align with applicable health, safety, environmental and quality requirements.
- Perform other related duties as assigned.

Job Qualifications:

- Post-secondary education in Business, Finance, Accounting, Construction Management, Engineering Technology, Quantity Surveying, Commerce, Hospitality Management, Supply Chain, or a related discipline is preferred; equivalent relevant experience will also be considered.
- A minimum of 2 to 4 years of related experience in estimating, commercial analysis, financial analysis, project controls, or similar work.
- Some experience with workforce accommodations, remote camps, hospitality, facilities management, or industrial services is required.
- Advanced Excel and financial modelling skills, with demonstrated experience developing complex cost models, estimates, and pricing schedules.
- Experience preparing or supporting competitive proposals, RFPs, tenders, and commercial submissions.
- Strong understanding of fixed and variable costs and the ability to translate operational requirements and scopes of work into defensible estimates.
- Demonstrated ability to develop and analyze staffing, occupancy, resident-day, or similar operational models.
- Good analytical and commercial judgment with the ability to identify assumptions, scope gaps, cost risks, and opportunities.
- Proven ability to coordinate and validate inputs from Operations, Sales, Finance, and other cross-functional stakeholders.
- Excellent attention to detail, numerical accuracy, organization, and the ability to manage multiple priorities and deadlines.
- Collaborative, accountable, and comfortable constructively challenging assumptions to support sound commercial decisions.
