## Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

## Job Summary:

The Risk Lead / Risk Engineer leads the project-level risk and issue management cycle and supports the Risk Manager in maintaining an integrated, decision-focused risk management framework. The role facilitates regular reviews with project teams, ensures risks and issues are accurately assessed and updated, challenges the adequacy of response actions, and verifies that actions are completed and closed in a timely manner. The role also develops and runs quantitative schedule risk analysis models in Safran Risk at both project and programme levels and provides validated inputs to the Risk Analyst for recurring and ad hoc reporting.

## Major Responsibilities:

- Lead and facilitate project risk and opportunity reviews and issue review sessions with PMC, ERC, Project Controls, Planning, Commercial, Engineering, Procurement, Construction, and other relevant stakeholders.
- Maintain the completeness and quality of project risk and issue registers in Active Risk Manager (ARM), including clear cause-event-effect statements, ownership, scoring, response strategies, due dates, escalation status, and supporting evidence.
- Challenge risk owners and action owners on the adequacy, practicality, and expected effectiveness of mitigation and recovery actions.
- Monitor overdue and ageing actions, follow up with accountable owners, identify barriers to completion, and escalate material delays or ineffective responses to the Risk Manager.
- Confirm that proposed action closures are supported by evidence and that residual exposure has been reassessed before recommending closure.
- Identify cross-project and programme-level risks and support their consolidation, escalation, and de-escalation.
- Develop, validate, run, and maintain QSRA models in Safran Risk for individual projects and consolidated programme analysis, including schedule quality checks, uncertainty ranges, risk-event mapping, sensitivity analysis, and confidence-level outputs.
- Work with Planning and Project Controls teams to confirm that schedules used for QSRA are logically sound, appropriately statuses, and suitable for probabilistic analysis.
- Interpret QSRA outputs, including key drivers, criticality, probability distributions, and confidence dates, and prepare clear management-level conclusions and recommendations.
- Support the Risk Manager in implementing the risk management plan, governance, escalation criteria, assurance checks, workshops, and continuous improvement activities.
- Provide timely, quality-assured risk, issue, action, escalation, and QSRA inputs to the Risk Analyst for weekly, monthly, and ad hoc client reporting.
- Coach the Risk Analyst and project stakeholders on risk data quality, reporting requirements, ARM usage, and consistent application of the approved risk process.

Key Deliverables

- Updated project risk, opportunity, issue, and action records following each review cycle.
- Action ageing and effectiveness analysis, including overdue-action escalation recommendations.
- Project and programme QSRA models, assumptions logs, model validation records, sensitivity outputs, and management summaries.
- Consolidated project-to-programme risk inputs, emerging-risk themes, and escalation recommendations.
- Quality-assured source data and commentary for weekly, monthly, and ad hoc reporting.

Key Working Interfaces

- Risk Manager and programme/project leadership teams.
- PMC and ERC project teams, risk owners, issue owners, and action owners.
- Project Controls, Planning, Cost, Commercial, Engineering, Procurement, Construction, HSE, Quality, and stakeholder management teams.

## Education and Experience Requirements:

- Bachelor's degree in Engineering, or related discipline.
- Typically 10-15 years of relevant experience in engineering, construction, infrastructure, programme management, project controls, or project risk management.
- Demonstrated experience leading qualitative risk reviews, issue reviews, and cross-functional risk workshops on major projects or programmes.
- Demonstrated hands-on experience building and running QSRA models in Safran Risk at project level; programme-level modelling experience is strongly preferred.
- Working knowledge of ISO 31000 and recognised project risk management practices; professional risk or project management certification is preferred.

## Required Knowledge and Skills:

- Strong working knowledge of qualitative and quantitative risk analysis, schedule risk modelling, risk aggregation, and management reporting.
- Advanced proficiency in Safran Risk and practical experience with ARM or a comparable enterprise risk management system.
- Good understanding of Primavera P6 schedule structure, logic, calendars, constraints, critical path, status data, and schedule-quality considerations relevant to QSRA.
- Ability to challenge senior stakeholders constructively, facilitate decisions, and convert complex analysis into concise recommendations.
- High attention to data quality, governance, audit trail, and closure evidence.
- Clear written and verbal communication skills and the ability to operate across multicultural and multidisciplinary teams.
- Ability to manage competing priorities and deliver accurate outputs in a fast-paced project environment.

Performance Expectations
