About this role
Meta is seeking a Program Manager to join the International Testing Programs (ITP) team within Global Product Quality. In this role, you will own Meta's payments testing programs and contribute to the broader ITP mission of ensuring our products work as intended in every market we serve. You will work on payments testing across Meta's international markets — coordinating in-country validation of payment experiences with real local payment methods, managing the payment instruments Meta teams test with, defining coverage and quality metrics, and applying automation to scale how testing gets delivered.
Payments are how people and businesses transact across Meta's family of apps, and simulated test environments only go so far — confirming that payments work takes validation in-market, with the methods people actually use. You will shape how payment experiences are tested across Facebook, Instagram, WhatsApp, Threads, and generative AI products, turning results into recommendations that product and engineering teams act on.
Beyond payments, you will contribute to the broader International Testing Programs mission of ensuring Meta's products work as intended in every market we serve. That means supporting test coverage, execution, and program operations across the wider portfolio, and helping the team scale through automation — bringing what you learn from payments testing to how international testing gets delivered overall, and vice versa.
Responsibilities
Own active payments testing programs — manage day-to-day delivery of end-to-end payment tests executed in-country using real local payment methods, including market and payment method prioritization, test scoping, execution cadence, results triage, and follow-through with product and engineering owners
Own passive payment credentials programs — manage sourcing, provisioning, and lifecycle of real payment instruments (cards, bank accounts, SIMs, merchant accounts) for Meta teams to test payment flows, working with privacy, legal, compliance, finance, and enterprise infrastructure on handling requirements
Contribute as an active member of ITP beyond payments — support test coverage, execution, and program operations across the wider portfolio
Help the team scale through automation and AI tooling that reduces manual execution, triage, and reporting work so coverage grows without headcount growing with it
Partner with payments product and engineering teams, QA leaders across product areas, external testing partners, analytics teams, localization program managers, and Meta's privacy, legal, compliance, and finance teams
Design testing methodologies and run in-market validation across multiple geographies simultaneously
Define coverage and quality metrics for payments testing programs and track results to drive product decisions
Apply AI and automation as tools to deliver testing faster and at greater scale
Qualifications
8+ years of experience in program management, technical program management, or quality program management
Experience managing vendor relationships and external testing partners at scale
Experience with ambiguity and building programs where processes are not yet fully defined
Experience working cross-functionally with product, engineering, legal, compliance, and finance teams
Experience with data-driven decision making and defining program metrics
Experience communicating program status and tradeoffs to both technical and non-technical stakeholders Experience with payments, fintech, or financial services products
Experience with in-market testing or international quality validation
Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
Experience with international product launches or localization programs
Experience with test automation, AI-powered testing tools, or quality engineering practices
Experience scaling programs through automation rather than headcount growth
Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
