About this role

The Homeland Sector operates across some of the world's most consequential transportation, security, infrastructure and government missions.

Its portfolio spans air traffic management, airports and borders, security screening, energy and critical infrastructure, and substantial businesses in the United States, United Kingdom and Australia. Across these markets, customers are modernizing long-lived operational systems while adopting software, data, AI and other rapidly evolving technologies.

Technology must therefore do more than support individual programs. It must help shape where Homeland competes, how it grows, what it invests in and how it improves execution.

The Homeland Sector CTO is responsible for making that happen.

This is an enterprise business and technology leadership role. The CTO helps shape business and portfolio strategy, engages customers before requirements are fixed, creates technology-enabled growth opportunities, strengthens major pursuits and execution, and builds the technical leadership and capabilities required for Homeland's future.

As a member of the Corporate CTO organization and the senior technology executive for Homeland, this leader connects enterprise technology strategy and capabilities with the customer, market and delivery needs of the Sector.

The opportunity is to help lead and change the Homeland business using technology as a principal lever for growth, differentiation, speed and performance.

Position Summary

The Chief Technology Officer of the Homeland Sector is responsible for shaping how technology advances the Sector's strategy, growth, delivery, investment priorities and future portfolio.

The CTO reports to the Leidos Corporate CTO, with a dotted-line reporting relationship to the Homeland Sector President. The Corporate CTO owns enterprise technology strategy, architecture, standards and enterprise capabilities. The Homeland Sector President owns Sector business strategy and outcomes. The Homeland CTO is accountable for integrating those agendas and for technology outcomes across the Homeland business.

The CTO serves as both a senior leader within Corporate Technology and a member of the Homeland Sector executive leadership team. The role directly leads the Homeland technology organization, including the Business Area CTOs and cross-sector technical leaders, and works closely with Business Area presidents, Growth, Operations and corporate technology organizations.

The role creates value in both directions: bringing relevant Leidos technologies, platforms, talent and investment into Homeland while ensuring Homeland's customer needs, technologies and market insights help shape the broader Leidos technology agenda.

The mandate is not to impose common technology for its own sake. It is to create leverage where shared platforms, capabilities, talent and investment provide real advantage while preserving the domain expertise and flexibility required by distinct businesses.

This role is a fit if you can move fluidly between:

Business Strategy, Customers & Growth

- Shape where Homeland competes and engage customers early enough to influence demand.
- Help shape Homeland's business and portfolio strategy through a technology perspective.
- Engage early with customers, Business Areas and Growth before requirements are fixed to identify emerging needs, influence technical direction and position differentiated Leidos capabilities.
- Partner with Business Area and Growth leaders on the Sector's largest and most strategic pursuits. Build relationships with senior customer technology and mission leaders and serve as a senior Leidos technology executive in major captures and customer discussions.
- Translate strategic choices into clear technology priorities, investments and capabilities.

Delivery & Technical Execution

- Strengthen Homeland's ability to convert technology into working mission capability.
- Promote modern software and systems engineering, digital engineering, automation, AI-assisted development, rapid experimentation and iterative delivery where they improve speed and outcomes.
- Ensure the Sector's most consequential programs and pursuits have the technical leadership, architecture, evidence and risk visibility required for successful delivery.
- Lead change in how the Sector develops, deploys, reuses and scales technology, translating strategy into new behaviors, operating practices and measurable outcomes.

Platforms, Investment & Portfolio

- Turn the breadth of Homeland and Leidos into an advantage.
- Identify where platforms, software, data, engineering approaches and other capabilities can be reused across markets. Shape Sector technology investment around customer value, strategic differentiation, adoption potential and measurable outcomes.
- Influence portfolio choices where technology is material, including build, buy, partner, acquire, integrate and divest decisions.
- Bring relevant enterprise capabilities into Homeland and ensure technologies proven within Homeland can create value elsewhere in Leidos.

Emerging Technology & Adoption

- Translate rapid technology change into practical business and mission advantage.
- Accelerate the adoption of AI, autonomy, advanced analytics, digital engineering and other emerging technologies where they can improve customer outcomes, engineering productivity, speed, quality or differentiation.
- Move beyond experimentation by creating the technical, operational and organizational conditions required to deploy new technology responsibly at scale.

Organization & Leadership

- Build and lead a high-performing technology organization across a diverse, global Sector.
- Lead and develop the Business Area CTOs and cross-sector technical leaders. Build the next generation of technology leadership, strengthen succession depth and raise the capability and performance bar across the organization.
- Attract and retain scarce technical talent, strengthen critical disciplines and create mobility across Business Areas and the broader company so talent can move to the highest-priority opportunities.
- Create a culture that values working solutions, technical rigor, reuse, customer outcomes, accountability and continual learning.

Key Responsibilities

- Shape Homeland strategy. Bring a technology perspective to business and portfolio strategy and translate strategic choices into technology priorities and investment.

- Shape demand early. Engage customers, Growth and Business Areas before requirements are fixed to identify emerging needs, influence technical direction and position differentiated solutions.

- Drive technology-enabled growth. Partner with Business Area and Growth leaders on strategic pursuits, major captures and customer relationships and turn technology into meaningful competitive differentiation.

- Advise Sector leadership. Provide an independent technology perspective on strategy, investment, partnerships, acquisitions, integration, divestitures and major business decisions.

- Lead the Homeland technology organization. Direct and develop the Business Area CTOs and cross-sector technical leaders, build succession depth and raise organizational capability and performance.

- Strengthen technical execution. Ensure major programs and pursuits have strong technical leadership, sound architecture and early visibility into material technical risk.

- Lead transformation. Change how technology is developed, deployed, reused and adopted across the Sector and drive behavior change across organizational boundaries.

- Accelerate time to capability. Promote modern engineering approaches that reduce the time from customer need and technical concept to operational use.

- Shape technology and portfolio investment. Drive disciplined build, buy, partner, acquire, integrate and reuse decisions in coordination with Corporate Technology and Business Area leadership.

- Create leverage through platforms and reuse. Increase the use of successful capabilities across markets without imposing commonality where it does not create value.

- Accelerate technology adoption. Move AI and other emerging technologies from experimentation toward measurable business, engineering and mission outcomes.

- Connect Homeland and Corporate Technology. Bring relevant enterprise technologies, platforms, investment and talent into Homeland while ensuring Sector requirements and successful capabilities influence the broader Leidos technology agenda.

- Build technical leadership and talent. Attract scarce talent, strengthen critical disciplines, create mobility and build the next generation of technology leaders.

- Represent Leidos externally. Build trusted relationships with senior customer technology and mission leaders, strategic partners and the broader technical ecosystem.
