The Position

The Opportunity

The Moroccan healthcare ecosystem is undergoing a profound structural and regulatory transformation driven by ambitious Universal Health Coverage (UHC) goals, new digital governance models, and evolving institutional decision-making structures.

The Health Policy Lead (HPL) serves as Roche Morocco’s principal strategic institutional representative and macro-level architect. This leader does not merely manage accounts or traditional stakeholders; he shapes the external policy landscape. The HPL co-creates sustainable macro-frameworks with high-level public, private, and military institutions, ministries, NGOs, and funding bodies to accelerate structural access to healthcare innovation.

Acting as a peer-level advisor to institutional leaders, the HPL bridges the gap between national health priorities and Roche’s global enterprise ambitions, ensuring the healthcare system's long-term resilience and sustainability.

The HPL operates in full compliance with local regulations and Roche Group compliance principles, directives, integrity standards, and the Roche Code of Conduct.

Major Responsibilities

Macro Policy Leadership

- Act as a senior counselor within institutional ecosystems, analyzing high-level macro-trends to anticipate regulatory, political, and financial shifts.

- Drive data-driven, evidence-based policy dialogues with national decision-makers to align Roche’s corporate objectives with Morocco’s UHC goals and national health strategies.

- Translate complex socio-political dynamics into master institutional engagement plans that protect and accelerate access to the entire Roche innovation portfolio.

High-Level Institutional Partnerships

- Cultivate elite partnerships across key decision-making networks, including Public/Private Health Institutions, Military Health Systems, National Insurance Funds, and NGOs.

- Architect pioneering, large-scale public-private partnerships that address systemic health gaps.

Healthcare system shaping

- Lead top-tier policy discussions regarding sustainable health financing, presenting alternative, innovative funding mechanisms to institutional stakeholders to optimize national health expenditure.

- Collaborate with institutional bodies to structure sustainable access frameworks and value-based care models tailored to resource realities.

Reputation Security

- Collaborate with key internal and external stakeholders to support high-impact institutional narratives that protect Roche’s equity and position the organization as a healthcare system partner.

Enterprise Synergy & Cross-Functional Orchestration

- Serve as the strategic bridge to the Enabling Team and Global Squads, ensuring macro-policy insights directly inform Roche’s local commercial and medical pipelines.

- Act as an internal mentor, upskilling cross-functional teams on political acumen, health economics, and ecosystem dynamics.

Who you are

Required Education and Experience

- Master’s degree or higher in Public Policy, Health Economics, Law, Political Science, Business Administration, or a related Scientific field. An MBA or PhD is highly desirable.

- Native/Bilingual fluency in Arabic and French is required for external institutional positioning. Professional proficiency in English is mandatory for global and regional corporate integration.

- A minimum of 8 to 10 years of progressive, high-impact experience in public policy, institutional relations, public affairs, healthcare economics, management consulting, or corporate strategy.

- Demonstrated track record of directly interacting with and influencing senior governmental, ministerial, or institutional authorities.

Note: While a healthcare background is highly valued, exceptional leaders from adjacent sectors (e.g., top-tier consulting firms, international development agencies, banking, or sovereign funds) with deep regulatory and financing experience are encouraged to apply.

Required Competencies and Skills

- Morocco serves as a critical strategic gateway and economic anchor in the region, attracting substantial investment interest from Europe and major Development Finance Institutions (DFIs) to modernize its infrastructure; capturing this momentum requires a deep, authoritative understanding of macro-policy environments, national healthcare funding mechanisms, governance structures, and the unique Moroccan public, private, and military health apparatus.

- Proven capability in managing large-scale, complex projects and driving cross-functional alignment without formal authority.

- High digital literacy with the ability to leverage health tech and digital healthcare transformations as policy-shaping tools.

- Strong entrepreneurial mindset with outstanding partnership capabilities, including coaching, consulting, deep listening, questioning, and understanding stakeholder needs.

- Growth mindset with the ability to continuously learn, unlearn, experiment, adapt quickly, and contribute actively to collective learning.

- Self-managed and self-directed, with a collaborative and altruistic approach toward supporting the broader Roche network.

- High level of integrity, acting with openness, honesty, ethics, and authenticity in all interactions.

- Enabler mindset leveraging internal and external networks to create value, scale impact, expedite access, and share best practices.

- Ability to make bold, value-oriented decisions, including stopping activities that do not create meaningful impact.

- Strong systems thinking capability with the ability to navigate complexity and ambiguity.

- Sensitive and adaptive leadership style, capable of sensing, reflecting, and responding effectively to evolving ecosystem dynamics.
