About this role
Manager, Risk, Fraud & Billing Operations, Uber for Business
About the Role At Uber for Business (U4B), we are transforming how companies move their people and manage business operations. Managing our billing, collections, and risk mitigation effectively is critical to unlocking Gross Bookings (GB) growth while protecting the business from financial exposure.
As the Manager of Risk, Fraud & Billing Operations, you will lead the strategy, expansion, and cross-functional execution of our global billing platforms and fraud prevention frameworks. You will serve as a strategic thought partner and relentless investigator, responsible for "following the money" to track every dollar of loss, proactively identifying bad actors, and resolving complex transaction discrepancies. By partnering tightly with Product, Data Science, CommOps, Tax, Legal, and FinOps, you will drive in-flight enhancements, build transparent customer-facing fraud controls, ensure strict regulatory compliance, and optimize our secure order-to-cash cycle across global markets.
What You Will Do
- Follow the Money & Scale Detection: Track financial loss vectors to understand how bad actors exploit systems. Speed up detection pipelines, slow down or block fraudulent payouts, and feed insights to Data Science to detect and block fraud at scale.
- Investigate & Pull on Threads: Cultivate a curious, investigative mindset that goes beyond standard operating procedures. Pull on threads to uncover new fraud schemes, ensure new Uber products are launched with rigorous risk checkpoints, and verify that the data "story" lines up.
- Ensure Tax & Legal Compliance in Global Billing: Manage and expand Consolidated Invoicing (CI) capabilities across new and existing markets. Work hand-in-hand with Tax and Legal teams to navigate strict regional tax reforms (e.g., France E-invoicing compliance via DGFiP), secure regulatory sign-offs, and phase out manual invoicing processes.
- Champion Customer Transparency: Drive informed consent and visibility by collaborating with Product to build highly configurable fraud controls (e.g., Spend Shaper) and ensure critical security incidents, such as Account Takeovers (ATOs), pop immediately on admin dashboards.
- Lead Incident Response & Cross-Functional Education: Act as the face of U4B during security incidents, getting on the phone with customers to transparently share what went wrong and how we are fixing it. Continuously share fraud intelligence cross-functionally so all stakeholders learn and adapt.
- Deliver Product Enhancements: Drive the delivery of in-flight product enhancements to reduce billing friction, holding stakeholders accountable to global KPIs (e.g., ensuring tools like Fiscus achieve a 98% automated invoice creation success rate).
- Optimize AI & Support Ecosystems: Partner with CommOps and Product to optimize AI-driven support tools, such as the Invoice Explainability Bot. Enhance downstream support processes by centralizing inbound fraud escalations, billing support, and collections tickets into a streamlined Help Desk model.
- Resolve Enterprise Discrepancies: Resolve critical invoicing and reconciliation pain points for enterprise clients, standardizing CSV calculations for promo/VAT discrepancies, and enabling line-item "Pay by Invoice" functionality.
- Manage Partner Integrations & Regional Nuances: Manage billing expectations for strategic partnerships (e.g., Blacklane network integrations) and mitigate regional constraints, such as executing location masking for international trips (China) or managing split-voucher billing and auto-refunds (Mexico).
Basic Qualifications
- Bachelor's degree.
- 5+ years of experience in risk management, fraud operations, billing/invoicing, order-to-cash (O2C), financial operations, legal/tax compliance, or a related field.
- Proficiency in Microsoft Excel, PowerPoint, and other presentation tools to synthesize data and communicate insights effectively.
- Background in analyzing and understanding root cause operational issues, along with experience creating and managing OKR (Objectives and Key Results) governance.
Preferred Qualifications
- 6–10 years of experience overseeing complex global billing systems, fraud mitigation, and revenue protection in a high-volume B2B, marketplace, or tech environment.
- Professional background or strong foundational experience in Tax and Legal compliance, coupled with deep knowledge of international tax frameworks, E-invoicing mandates, and global payment localization (e.g., LATAM, EMEA, and APAC billing rules).
- Highly developed investigative skills, with the intuition to know when to follow an SOP and when to deviate based on the facts of a complex fraud case.
- Strong data and analytics foundations, with the ability to identify fraudulent anomalies, troubleshoot complex CSV calculation errors, and audit cash application pipelines.
- Demonstrated experience partnering with Data Science, Tax, Legal, FinOps, and Product teams to design, test, and deploy financial technology products, risk checkpoints, and automation tools.
- Advanced technical skills, including proficiency in SQL; experience with Python, R, or enterprise billing/fraud software is a strong plus.
- Exceptional customer-facing communication skills, with the ability to de-escalate sensitive security incidents, educate clients on platform dangers, and translate complex risk assessments into compelling narratives for senior leadership.
- A hands-on, results-oriented mindset, with the ability to navigate ambiguity, balance strict risk controls with frictionless customer experiences, and hold cross-functional stakeholders accountable.
- MBA, JD, or other advanced degree in Finance, Economics, Risk Management, Law, or Business Administration.
