About this role

Pre-Commissioning Manager

Play an integral role in bringing complex industrial facilities safely and efficiently from construction completion through commissioning, startup, and operational readiness. As Pre-Commissioning Manager, you will provide leadership across multidisciplinary pre-commissioning activities, ensuring systems and equipment are prepared, tested, verified, and ready for safe transition into commissioning and operation.

Working at the critical interface between engineering, construction, commissioning, vendors, contractors, and operations, you will coordinate electrical, instrumentation, mechanical, and operational readiness activities. Your leadership will directly influence safety, system completion, schedule performance, startup readiness, and the successful delivery of complex energy, chemicals, and resources projects.

Purpose of the role

The Pre-Commissioning Manager is responsible for planning, coordinating, and executing multidisciplinary pre-commissioning activities that prepare facilities and systems for safe commissioning, startup, and operation.

You will coordinate pre-commissioning scope across electrical, instrumentation, mechanical, and operations disciplines while working closely with vendors during testing of rotating, fired, static, and other equipment. You will oversee energized functional testing in accordance with approved procedures and provide clear direction to pre-commissioning personnel and subcontractors, maintaining a strong focus on health, safety, environmental performance, quality, and operational readiness.

You will also review project designs and execution plans to identify opportunities that improve safety, operability, maintainability, commissioning readiness, and long-term facility performance.

You will be responsible for

- Leading pre-commissioning activities and coordinating interfaces with commissioning, startup, construction, engineering, and operations to support safe and timely project completion.
- Developing and implementing pre-commissioning execution strategies, system priorities, procedures, schedules, and readiness plans.
- Coordinating electrical, instrumentation, mechanical, and operations pre-commissioning scopes to ensure integrated execution across project systems.
- Overseeing functional testing, loop checks, equipment testing, system verification, and operational readiness activities.
- Coordinating energized functional testing in accordance with approved procedures while maintaining rigorous HSE controls.
- Coordinating vendors during testing and verification of rotating, fired, static, packaged, and other equipment as required.
- Providing direction to pre-commissioning personnel, contractors, and subcontractors regarding execution priorities, system requirements, and required actions.
- Reviewing engineering designs, specifications, vendor documentation, and construction deliverables to identify issues affecting commissioning, operability, maintainability, or startup readiness.
- Coordinating system completion, punch-list resolution, turnover documentation, and handover requirements with construction and commissioning stakeholders.
- Collaborating with engineering, construction, procurement, quality, commissioning, project controls, and operations teams to identify constraints and resolve complex execution challenges.
- Monitoring pre-commissioning progress, system readiness, outstanding work, and schedule priorities and implementing recovery or mitigation actions where required.
- Supporting commissioning readiness reviews and ensuring prerequisite construction and pre-commissioning activities are complete before systems progress to subsequent phases.
- Championing a proactive approach to HSE throughout testing, energization, equipment preparation, and system turnover activities.
- Preparing and presenting progress reports, readiness assessments, execution updates, risks, and recommendations to project leadership and customer stakeholders.
- Optimizing pre-commissioning systems, processes, tools, and work practices to improve execution efficiency and operational excellence.
- Promoting collaboration, accountability, technical excellence, and continuous improvement across the pre-commissioning organization.
