What this job involves:

As a Technical Manager at JLL, you'll be at the forefront of operational excellence, ensuring that critical building systems perform reliably, safely, and efficiently across assigned facilities. This role combines deep engineering expertise with strategic asset management, overseeing everything from HVAC and electrical distribution to life safety systems and building automation platforms. You'll lead technical service delivery, manage contractor relationships, and drive compliance with regulatory standards while optimizing energy performance and sustainability outcomes. At JLL, we are collectively shaping a brighter way — for our clients, ourselves and our fellow employees — and in this role, you'll do exactly that by maintaining the technical backbone that keeps our clients' operations running seamlessly. You'll balance hands-on problem-solving with long-term capital planning, lead emergency response efforts, and serve as the technical authority for building systems. This position demands both tactical precision and strategic vision, making it ideal for a technically proficient professional who thrives on operational challenges and continuous improvement.

What your day-to-day will look like:

- Oversee operation and maintenance of all critical building systems including HVAC, electrical distribution, plumbing, fire protection, life safety, building automation systems (BAS), and emergency power infrastructure
- Develop and execute comprehensive preventive maintenance programs while managing corrective maintenance activities, troubleshooting system failures, and coordinating rapid response to minimize downtime
- Manage relationships with technical service providers including HVAC contractors, electrical contractors, plumbing specialists, elevator maintenance companies, and fire protection services, ensuring adherence to service level agreements
- Lead transitions from project delivery to facilities operations, managing handover (HOTO) activities including receipt of as-built documentation, commissioning reports, O&M manuals, warranty information, and coordinating defect rectification
- Ensure full compliance with building codes, safety regulations, environmental standards, and local authority requirements, coordinating statutory inspections and maintaining up-to-date compliance documentation
- Monitor and optimize building energy consumption across utilities, implement energy conservation measures, analyze utility data, and develop business cases for system upgrades that support client sustainability goals
- Plan, scope, and manage technical capital improvement projects including system replacements, upgrades, and infrastructure enhancements, delivering projects on time and within budget
- Lead technical response to building emergencies including power outages, water leaks, HVAC failures, and fire alarm activations while maintaining 24/7 on-call availability rotation
- Develop annual operating and capital budgets for technical services, track expenditures, identify cost optimization opportunities, and provide regular financial reporting and variance analysis

Required qualifications:

- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or related technical discipline, OR technical diploma/certification with equivalent practical experience
- 7-10 years of progressive experience in facilities management, building operations, or building services engineering with 3-5 years managing technical operations in commercial, corporate, or institutional facilities
- Proven experience transitioning facilities from project delivery to operational phases, including managing handover (HOTO) activities, defect rectification, warranty coordination, and establishing operational maintenance regimes
- Demonstrated experience with large-scale commercial building systems (600,000+ square feet facilities) and managing technical contractors and service agreements
- Deep knowledge of HVAC systems (chillers, air handling units, VAV systems, controls) and strong understanding of electrical distribution systems, UPS, generators, and power quality
- Proficiency with building automation systems
- Experience with fire alarm, fire suppression, and life safety systems, plus working knowledge of plumbing systems and wastewater management
- Familiarity with CMMS platforms and ability to read and interpret technical drawings, specifications, and blueprints
- Process-oriented mindset with demonstrated ability to develop, document, and implement standard operating procedures (SOPs), work instructions, and technical protocols that drive operational consistency

Preferred qualifications:

- Professional engineering license or building systems certification such as Certified Facility Manager (CFM)  or other relevant certifications
