Job Summary
JCS Solutions is seeking a ServiceNow SAM Developer to support the modernization of IT Service Management capabilities for the Air Force District of Washington (AFDW) and the Department of the Air Force (DAF). This role serves as a key contributor on the Strategic Operations Project Team responsible for transitioning AFDW ITSM BMC Helix to ServiceNow. Working closely with architects, asset managers, procurement stakeholders, and ITIL process owners, you will design, build, configure, and deploy ServiceNow Software Asset Management (SAM) capabilities that improve operational efficiency, compliance, and mission readiness. The ideal candidate brings strong ServiceNow platform development expertise, deep knowledge of IT Asset Management and IT Operations Management practices, and experience delivering enterprise-scale implementations. In this onsite role at Joint Base Andrews, you will help automate software and asset lifecycle processes, integrate critical systems, strengthen data integrity across the CMDB, and deliver actionable reporting that supports compliance and operational decision making. What you will do:
- Build, configure, and maintain ServiceNow SAM Pro, SaaS Management, and related HAM Pro integrations. 
- Implement and maintain software entitlement models, license metrics, normalization rules, and automated reconciliation engines. 
- Design end-to-end asset lifecycle automations using Flow Designer, Workflow Editor, and Scoped Applications. 
- Design, code, debug, test, document, and deploy scalable solutions across the ServiceNow platform. 
- Implement logic using Script Includes, Business Rules, Client Scripts, UI Actions, UI Policies, and Service Portal widgets. 
- Optimize ServiceNow data models, CMDB relationships, and asset table schemas. 
- Execute data imports, transform maps, and scheduled jobs to synchronize third-party discovery data, vendor portals, and procurement systems. 
- Build and maintain SAM dashboards, executive compliance reports, custom database views, and automated audit reports. 
- Prepare technical design specifications and migrate update sets and scoped applications across environments. 
- Support platform upgrades, patching, automated test framework validations, and knowledge transfer activities.

What you will bring: 
- At least 4 years of ServiceNow development and scripting experience (JavaScript, Glide APIs, HTML, XML). 
- Deep proficiency in Flow Designer, IntegrationHub, and API integrations. 
- Strong expertise in ITAM (SAM/HAM) and ITOM (CMDB, Discovery, Service Mapping) modules. 
- Proven experience in large-scale ServiceNow implementations and platform governance. 
- Ability to obtain and maintain or currently possess a Secret clearance as required by the position. 
Required Certifications:
- ServiceNow Certified System Administrator or ServiceNow Certified Application Developer is required. 
Education Requirements
- Requires a Bachelors degree computer science, Information Systems, IT, Engineering, or related field and 8+ years of prior relevant experience or a Masters degree with 6+ years of prior relevant experience; additional years of experience will be accepted in lieu of a degree.

How you will wow us:
- Certified Implementation Specialist (CIS) in ITSM is preferred. 
- Experience integrating emerging ServiceNow AI innovations such as Now Assist and AI agents. 
- Experience translating software licensing and asset management requirements into scalable platform solutions. 
- Experience developing administrative runbooks, architecture documentation, and knowledge bases. 
- Experience mentoring and onboarding technical team members.
- Experience working at the Pentagon, Joint Base Andrews (JBA), and Joint Base Anacostia-Bolling (JBAB).

 At JCS Solutions, compensation is based on a number of factors such as location, qualifications, and applicable contract terms. The general salary range for this position is as follows: $80,000.00 - $118,000.00
