About Sensis
The opportunity
Sensis is an independent, integrated marketing and communications agency known for helping complex public-sector programs reach and engage diverse audiences. Our capabilities span research, strategy, creative, media, public relations, community outreach, and digital experiences.
We are looking for a SLED Growth & Capture Manager who can do more than manage proposal deadlines. You will spot the right opportunities, understand what government clients need, shape competitive solutions, bring the right partners together, and lead high-quality RFP responses that win. You will own most assigned pursuits day to day and collaborate with the President on larger, strategic opportunities.
What you will do
Identify and qualify opportunities. Monitor state and local procurement activity in California, Texas, Georgia, and the Mid-Atlantic; assess fit, funding, procurement requirements, competition, value, and probability of winning.
Build capture strategies. Research agency priorities and incumbents; develop win themes, strategic approaches, teaming strategies, and bid/no-bid recommendations before writing begins.
Lead proposals end to end. Own schedules, compliance checks, writing and editing, internal assignments, partner inputs, review cycles, and on-time submission for assigned RFPs, RFQs, and related pursuits.
Develop the solution. Work with Sensis specialists in strategy, research, creative, media, digital, and outreach to turn client challenges into differentiated, feasible scopes and work plans.
Grow relationships and pipeline. Build connections with agency programs and teaming partners; identify pre-RFP opportunities; maintain accurate, actionable pipeline and capture plans.
Improve the win process. Lead pursuit reviews and learn from wins and losses, focusing effort on high-value, high-fit opportunities rather than proposal volume.
What you bring
4+ years of relevant experience in government-focused marketing, advertising, PR, communications, business development, or professional services (ideally 4–7 years).
At least 2 years of substantive experience developing or managing competitive proposals or RFP responses.
Working knowledge of state/local government procurement and the ability to interpret evaluation criteria, compliance requirements, and agency priorities.
Excellent strategic writing, editing, organizational, and cross-functional project leadership skills.
Sound business judgment and the initiative to manage multiple pursuits while knowing when executive input is needed.
Especially valuable
Experience at a public-sector-focused agency; relationships or procurement familiarity in Texas or California; work in public health, transportation, education, public safety, recruitment, or benefits communications; experience with multicultural outreach, contracting vehicles, teaming, or agency pitch strategy.
How success is measured
You will help Sensis achieve its 2027 SLED new-business booking goals, while growing a qualified pipeline, developing earlier client and partner engagement, and improving the quality and conversion of our pursuits.
Location, travel & compensation
Austin is preferred, with a hybrid work arrangement. We will also consider qualified hybrid candidates based in Los Angeles / Orange County or remote candidates in Sacramento. The role requires periodic travel to meet agencies and partners and collaborate with teams across our priority markets (Austin, TX; Sacramento, CA; Atlanta, GA).
Base salary is $70,000–$85,000 per year, depending on qualifications and experience. In addition, the role offers an opportunity to earn an annual performance bonus based on agreed performance goals and the terms of a written incentive plan. Bonus amounts are performance-contingent and are not guaranteed.
What We Offer:
Medical, Dental, Vision, 401K, Generous PTO - Potential growth opportunities
