Position Summary

The Chief Program Officer (CPO) is a member of Concilios Executive Leadership Team and the executive accountable for the integrated performance, service quality, compliance execution, financial stewardship, and strategic development of all program divisions: Community Umbrella Agency 3 (CUA 3), Family Social Services (FSS), and Community Based Services (CBS). Reporting directly to the Chief Executive Officer (CEO), the CPO leads Program Directors, establishes clear performance expectations, and ensures that programs advance Concilios mission while meeting contractual, regulatory, and fiscal obligations. The CPO translates organizational strategy into practical operating plans and develops leaders capable of sound judgment, timely problem-solving, and accountable execution.

Essential Executive Accountabilities

1. Program Performance, Safety & Service Quality

Lead and evaluate the performance of CUA 3, FSS, and CBS through their respective Program Directors; establish annual operating plans, service standards, and measurable program outcomes.

Implement monthly program dashboards and quarterly performance reviews addressing quality, service volume, timeliness, client outcomes, workforce capacity, and emerging risks.

Ensure that program delivery prioritizes client safety, trauma-informed and culturally responsive practice, family and community needs, and applicable professional standards.

Use CUA 3 contractual scorecards and child welfare performance measures; monitor FSS placement capacity, referrals, resource parent recruitment and retention; and assess CBS grant deliverables, reach, and outcomes.

Direct timely operational responses to material performance gaps and verify that improvement actions produce sustained results.

2. Financial Stewardship & Program Sustainability

Partner with the Chief Financial Officer (CFO) and Program Directors to develop realistic program budgets, staffing models, funding assumptions, and resource plans.

Review monthly budget-to-actual results, program revenue and expenses, funded staffing allocations, utilization, and significant variances; implement documented programmatic corrective action.

Evaluate the financial and operational feasibility of program expansion, redesign, renewal, or discontinuation before recommendations are submitted for approval.

Ensure program operations, staffing decisions, and service commitments remain within approved budgets, contractual restrictions, and delegated authority; promptly elevate material deficits and funding risks.

Coordinate with Finance on contract budgets, reimbursement requirements, supporting documentation, and responsible stewardship of restricted funding. Finance retains accounting and official financial reporting ownership.

3. Compliance, Quality Improvement & Risk Management

Own the implementation of programmatic contractual and regulatory requirements, including timely reporting, case documentation, staff training, and corrective actions.

Partner with QAQI to review audit findings, identify root causes, assign accountable owners and deadlines, and validate completion and effectiveness of corrective action plans.

Ensure that material client safety incidents, contract breaches, reporting failures, and operational risks are escalated promptly under organizational protocols.

Collaborate with the COO/General Counsel on legal, contractual, enterprise risk, and policy matters while retaining operational responsibility for program compliance.

Promote audit readiness, accurate program data, and consistent internal controls without compromising QAQIs independent monitoring function.

4. Strategic Program Development & Partnerships

Lead a rolling three-year program strategy and annual priorities that evaluate community needs, mission alignment, service gaps, program impact, organizational capacity, and financial sustainability.

Identify responsible opportunities to strengthen and expand community services, including workforce development, family support, economic mobility, and other CEO-approved strategic priorities.

Provide program design, outcomes, staffing assumptions, budgets, and implementation plans for funding proposals in coordination with Development, Finance, and the CEO.

Cultivate relationships with public agencies, funders, referral partners, community organizations, and collaborative networks to strengthen service access and quality.

Ensure new or expanded programs have defined outcomes, funding plans, compliance requirements, responsible owners, and launch-readiness criteria before implementation.

5. Executive Leadership & Talent Development

Directly supervise, coach, and evaluate Program Directors; conduct documented monthly individual supervision and timely formal performance reviews.

Build director-level capability in judgment, communication, staff supervision, delegation, conflict resolution, financial literacy, and corrective decision-making.

Hold Program Directors accountable for workforce planning, performance management, staff development, succession readiness, and a healthy, respectful workplace in partnership with HR.

Provide continuity plans for leadership vacancies; assume interim direct management only when explicitly authorized and operationally necessary.

Foster collaboration among program divisions while maintaining clear reporting lines and accountability for results.

6. Executive Reporting, Governance Support & Cross-Functional Alignment

Provide the CEO with a concise monthly executive program report identifying performance against targets, fiscal and compliance risks, corrective actions, strategic opportunities, and decisions requested.

Prepare accurate program materials for Board and committee reporting at the CEOs direction; communicate significant developments promptly rather than waiting for routine reporting cycles.

Coordinate with Finance, HR, QAQI, Operations, Marketing, Development, and the COO/General Counsel to resolve interdepartmental dependencies and implement organizational priorities.

Attend executive meetings and represent Concilio professionally at community, funder, and agency meetings as authorized.

Carry out other executive-level responsibilities reasonably assigned by the CEO consistent with the positions purpose.

Decision-Making Authority & Escalation

Within approved policies, budgets, contracts, and delegated authority, the CPO directs routine cross-program operations, performance improvement, and Program Director accountability. Hiring, compensation, material staffing changes, new program commitments, contracts, significant budget changes, and organizational restructuring require the applicable HR, Finance, Legal, CEO, and/or Board review and approvals. The CPO promptly escalates material safety incidents, legal or compliance exposure, significant financial variances, threats to funding, and matters outside delegated authority. Program Directors retain day-to-day operational management responsibilities.

Performance & Accountability Expectations

Monthly dashboards for each program division and quarterly executive reviews against agreed contractual and organizational measures.

All material program audit findings assigned to documented corrective action plans with owners, due dates, and verification of closure.

Timely completion of required funder reports and program submissions, with immediate escalation of potential delays.

Monthly documented program budget reviews and action plans for material variances.

Monthly documented supervision of direct reports, timely evaluations, and annual departmental operating and leadership development plans.

Annual program portfolio assessment and an approved, financially informed development and sustainability plan.

Specific numeric targets, reporting thresholds, and timelines will be set through the annual CPO performance scorecard and applicable funding agreements; they may be revised as organizational needs and contracts change.

Qualifications

Required Qualifications

At least 10 years of progressively responsible experience in nonprofit, human services, public-sector, or comparable program leadership, including at least five years supervising managers or directors across multiple functions or programs.

Demonstrated leadership of complex publicly funded programs, contractual deliverables, compliance systems, performance improvement, and cross-functional initiatives.

Ability to interpret program financial information, develop operating plans, assess financial sustainability, and make sound risk-informed recommendations.

Knowledge of child welfare and family-serving systems, community-based service delivery, and relevant regulatory requirements, or demonstrated ability to effectively lead specialized program experts.

Excellent executive judgment, analytical ability, written and verbal communication, relationship management, staff coaching, and change leadership.

Commitment to equitable access, culturally responsive service, confidentiality, professional ethics, and Concilios mission.
