About NEF

Near East Foundation (NEF) is an international nonprofit organization supporting economic development and community resilience. In Iraq, NEF works with communities, civil society and private-sector partners to strengthen livelihoods, enterprise development, access to finance and employment opportunities, including for women and other underserved groups.

Background Information

ProDIGI supports workplace readiness, digital and green skills, career planning and improved employment opportunities in Baghdad, Anbar and Basrah. Activities combine participant outreach and profiling, blended training, individual coaching, employer engagement, job matching and follow-up. The project also supports training for Career Development Centre staff in the Kurdistan Region of Iraq and monitoring of the existing Revolving Credit Fund in Anbar. The assignments support project implementation and closure through 30 June 2027.

Purpose

Produce defined Revolving Credit Fund verification reports and deliver specified outreach and participant-support packages for an expected total caseload of 40–50 participants in Anbar. The consultant and the other Anbar Field Coordinator share outreach and training support through individually allocated participant files. Master Trainers deliver training and Employment Pathways Experts deliver coaching. Routine partner management, continuous repayment administration and standing government representation are excluded.

Key Roles and Responsibilities

Portfolio verification services

- Review an expected 10 new-cycle loan application files per month across Hope Pulse Foundation and Al-Hub Wa Al-Salam. Check completeness against approved criteria and submit a dated checklist and findings for each file. Record actual files received and reviewed; do not make lending decisions. Confirm the monthly pipeline and assignment of files with NEF.

- Document recordkeeping gaps and recommended corrections in each review report. Verify the status of prior recommendations at the next scheduled review, rather than managing partners’ day-to-day corrective work.

- Notify NEF promptly of material exceptions identified during the agreed reviews.

Outreach and enrolment package

- Deliver the agreed outreach package jointly with the other Anbar Field Coordinator, using the Employment Pathways Expert’s targeting guidance. Each consultant is responsible for the participant records specifically allocated to them.

- Carry out outreach through local organizations and networks for the allocated caseload and submit a reached-and-referred register. Agree the channels and activity dates in the assignment plan; the expected 40–50 participant files are a total for the assignment, not a new monthly target.

- Provide NEF-approved eligibility and participation information to the allocated prospective participants and record their interest and follow-up status.

- Prepare the allocated participants’ registration and consent records and profiling appointments for the Employment Pathways Expert; record missing information and contact attempts.

- Document participation barriers and proposed practical arrangements for the allocated participants for NEF’s decision.

Cohort and follow-up support packages

- Prepare the participant invitation and appointment schedule for each specified cohort or coaching package in consultation with trainers and the Employment Pathways Expert.

- Contact the allocated participants before the agreed sessions, confirm attendance and document reminders and follow-up of absences.

- Provide the specified on-site cohort support, including registration, attendance records, materials distribution and documentation of practical delivery issues. This is event-specific support, not ongoing office or programme cover.

- Arrange and document the agreed coaching and follow-up appointments; the Employment Pathways Expert delivers the sessions. Record missed appointments and follow-up attempts.

- Submit a completion pack after each agreed cohort or follow-up round, including referrals and outstanding participant needs.

- Maintain the allocated participant records for the duration of the specified package and hand over complete files at its close. Report urgent concerns promptly.

- Compile attendance, remote-learning records and assessments for the allocated participants. Document completion against at least four of five days, including two in-person days and both assessments, and submit discrepancies for resolution.

Coordination and Reporting

The consultant determines how to organize and perform the agreed services, subject to the deliverables, deadlines and quality standards in this ToR. Coordinate specific activities and output reviews with NEF; no fixed office hours, routine office attendance or line-management duties apply. On-site participation is required only for the agreed fieldwork or events. NEF retains institutional approvals and financial commitments. Any change to scope, quantity, deadlines or fees must be agreed in writing before the additional work starts.

Agree the division of participant files with the other Anbar Field Coordinator so that each file has one accountable provider and duplicate claims are avoided. The consultant has no line-management authority over field personnel, trainers or partner staff.

Applicants must score at least 49 out of 70 in the overall technical assessment to proceed to financial scoring. There are no separate criterion-level pass marks.

Technical assessment

Each criterion uses the documented evidence scale: none (0%), general (25%), partial (50%), clear (75%) or comprehensive (100%) of the available points.

- Field mobilisation, enrolment, training and participant support — 15 points

- Portfolio review planning, evidence checks and corrective recommendations — 15 points

Show the proposed nine-day November fee and total assignment fee. The monthly fee is used for comparable scoring; accepted deliverables determine payment. The daily rate applies only to expressly agreed scope adjustments. Identify additional costs separately.

Financial score = (lowest valid comparable monthly fee among technically qualified applicants in the relevant selection pool ÷ applicant’s valid comparable monthly fee) × 30, rounded to two decimal places. The combined score is the technical score plus the financial score.
