About this role

SAIC is seeking an experienced Program Integration Lead to support SAIC’s SSBT PAE Program supporting the USSF in Chantilly, VA.

The Space-Based Sensing and Targeting (SBST) Portfolio Acquisition Executive (PAE) serves as the United States Space Force's lead organization for developing and delivering advanced space-based sensing, targeting, and environmental monitoring capabilities. SBST provides persistent global battlespace awareness across land, sea, air, and space domains, enabling joint all-domain operations and accelerating the detection, tracking, and engagement of strategic threats in support of national defense objectives.

The Program Integration Lead is critical to shaping the Advanced Moving Target Indicator (AMTI) office and maturing the broader SBST organization. The Program Integration Lead will drive the development and refinement of organizational processes and support models across both administrative and technical/engineering functions, ensuring AMTI is fully integrated into the SBST PAE construct and able to execute its mission effectively. They will also serve as a key integrator and liaison across the AMTI office, the SBST PAE front office, and core functional areas (engineering, security, financial management, cost estimating, contracting, human resources, and operations).

Key Responsibilities to include:

- Lead the design, stand-up, and integration of the AMTI office within the SBST PAE, ensuring alignment with the SECWAR-directed portfolio acquisition construct and SBST mission objectives.
- Develop and refine organizational process models and support frameworks (administrative and technical/engineering) for AMTI and the broader SBST organization.
- Generate organizational and functional concepts that demonstrate the critical competencies and capacity needed for AMTI and SBST to execute portfolio-level acquisition, engineering, and operations.
- Conduct gap analyses of AMTI and SBST organizational capabilities, staffing, and processes; identify shortfalls in functional and technical expertise and develop detailed support models and frameworks to address them.
- Develop scalable support models for AMTI and other SBST mission areas, including staffing plans, process flows, governance constructs, and integration points with the PAE front office and enterprise functions.
- Create streamlined onboarding and scaling frameworks to efficiently bring in and integrate required human capital (government, FFRDC, and contractor) for AMTI and related SBST offices.
- Coordinate portfolio-level integration of schedules, dependencies, and processes between AMTI and other SBST mission areas (e.g., GMTI, SDN, EM, Futures) to ensure coherent execution of the SBST mission.
- Support the SBST PAE front office in establishing and executing battle rhythms, decision forums, and governance boards that provide effective oversight of AMTI and the broader SBST portfolio.
- Develop clear, repeatable process documentation, playbooks, and artifacts (e.g., concepts of operations, RACI charts, workflow diagrams, and checklists) that institutionalize AMTI and SBST organizational processes.
- Coordinate with stakeholders across acquisition, engineering, security, financial management, cost estimating, contracting, HR, and operations to ensure AMTI process models are operationally realistic, compliant with DoD and USSF policies, and tailored to the SBST mission.
- Provide data-driven recommendations to senior SBST leadership on AMTI organizational design, sequencing of capability stand-up, and risk/issue mitigation.
- Prepare and deliver senior-level briefings and decision materials that communicate AMTI organizational concepts, options, tradeoffs, and implementation plans.
- Monitor implementation of approved AMTI and SBST process models and support frameworks; collect feedback and performance metrics to drive continuous improvement and iterative refinement.

Required Education and Experience:

- Bachelors in Business, Engineering, Systems Management, Public Administration, or a related field and eighteen (18) years or more experience; Masters and sixteen (16) years or more experience; PhD or JD and fifteen years or more experience.

- Strong background in DoD/DoW/USSF program management and acquisition, including familiarity with portfolio management and integration across multiple programs or mission areas.
- Familiar with USSF, space systems acquisition, or space-based sensing and targeting programs.
- Direct awareness with Advanced Moving Target Indicator (AMTI) missions or related ISR/battlespace awareness capabilities.
- Demonstrated experience leading or supporting organizational stand-up, transformation, or re-architecture efforts within the Department of Defense or Intelligence Community.
- Proven ability to design and implement organizational processes and support models, including development of concepts of operations, workflows, and governance structures.
- Experience conducting gap analyses of organizational capabilities, staffing, and processes, and developing actionable recommendations and implementation plans.
- Demonstrated ability to work effectively with cross-functional teams (engineering, security, finance, contracting, HR, operations) and to lead integration across diverse stakeholders.
- Excellent written and verbal communication skills, including experience preparing and delivering briefings to senior government leaders.
- Strong analytical and critical thinking skills with the ability to manage complex efforts and drive results in a dynamic environment.
