About this Role

PAR Western Line Contractors, LLC is seeking an HR Coordinator to support the day-to-day operations of the Human Resources function as it transitions in-house. Reporting to the HR Director, the HR Coordinator is the first point of contact for employee and manager questions and provides administrative and coordination support across recruiting, onboarding, employee changes, benefits, leaves, payroll support, HRIS entry and record keeping. This role owns base recruiting for the company’s non-bargaining positions – posting requisitions, sourcing and screening candidates, scheduling interviews, and coordinating offers and pre-employment steps. The role supports employees in Rancho Cucamonga, Escondido and at project sites, and helps document processes and build the HR playbook.

What You'll Do

Recruiting and Onboarding

- Partner with hiring managers and the HR Director to open requisitions for approved non-bargaining positions; prepare and post job descriptions in iCIMS and on external job boards, and keep postings current and compliant.

- Source and screen applicants: review resumes, conduct initial HR phone screens against the role requirements, and present qualified candidates to the hiring manager.

- Schedule and coordinate interviews, maintain timely communication with candidates throughout the process, and keep candidate status and dispositions current in iCIMS.

- Build and maintain pipeline requisitions in iCIMS by job family to support future openings.

- Follow up on inbound applicant inquiries from the company website careers form, log outreach in the shared tracker, and route candidates to the appropriate open role or sister Quanta company.

- Process IBEW hall dispatches and referral paperwork for craft hires, onboard craft employees, and redirect craft applicants who apply directly to the appropriate union hall or sister Quanta company.

- Represent PAR West at career fairs and trade-school events, maintain relationships with campus placement offices, and partner with Marketing on employer-branding content for the careers page and job boards.

- Coordinate with third-party staffing agencies and search firms as directed.

- Prepare offer letters for approval and, following a conditional offer, initiate and track pre-employment requirements in line with company policy and California.

- Coordinate new hire onboarding, including new hire paperwork and required California notices, Form I-9 and E-Verify completion within required timelines, HRIS (JD Edwards) entry, and scheduling of new hire and benefits orientation.

- Maintain recruiting records and report on open requisitions, applicant flow and time-to-fill.

- Administer iCIMS: requisition setup and workflow, job-board feeds, applicant-flow log, disposition hygiene, and user support for hiring managers.

- Gather market pay data and draft the salary range worksheet for each open requisition for HR Director/HR Business Partner review.

HR Operations and Administration

- Serve as the main HR contact for internal employee and external customer questions/concerns and partner with the HR Director, Payroll and Benefits to ensure solutions are provided in a timely and accurate manner.

- Process employee changes – new hires, transfers, pay and job classification changes, and terminations – in JDE and maintain personnel files and HR records.

- Maintain the employee roster and organization charts; run periodic reconciliations between JDE, payroll and benefits records and flag status discrepancies for correction.

- Process separations end to end: final pay coordination with Payroll, required notices (EDD, COBRA/Cal-COBRA, HIPP), system termination, and exit paperwork.

- Support leave of absence administration and tracking.

- Conduct benefits orientation and assist employees with enrollment and qualifying life-event changes.

- Assist with HR, Benefits and Payroll reports, audits and process improvements; respond to employment verifications.

- Respond to transactional payroll requests: pay-change entry, employment and wage verifications – and pull basic payroll and headcount reports in partnership with Payroll.

- Support compliance reporting, including EEO-1, the California Pay Data Report, and Quanta corporate HR data requests.

- Support employee relations matters by scheduling meetings, taking notes, maintaining investigation and disciplinary documentation and the disciplinary action log, and keeping warning templates current, as directed by the HR Director or HR Business Partner.

- Work closely with all departments to complete internal and external client-driven requests.

- Contribute to HR projects (handbook updates, compliance initiatives, training) as needed.

- Document HR processes and build standard operating procedures and checklists.

- Other duties as assigned.
